Authorize the City Manager to execute on behalf of the City an amendment to Agreement No. 8350 with Napa County for animal and licensing services, in the amount of $333,239 for fiscal year 2020-2021, $349,900 for fiscal year 2021-2022 and $367,395 for fiscal year 2022-2023.

DISCUSSION:
In 2003, the City entered into Agreement No. 8350 by which the County of Napa provides animal and licensing services to the City. The Agreement has been regularly extended for continued services. This amendment represents an increase of five percent (5%) from fiscal year 2019-2020, and then a five percent increase for each fiscal year thereafter in the cost of animal and licensing services. The added costs reflect salaries for two full-time animal control officers and overall operating costs.
Animal and licensing services include two animal control officers on duty to respond to calls, animal shelter services, field services, and emergency field services.
FINANCIAL IMPACTS:
The increased cost for services has been calculated into fiscal year 2020-2021 budget. The additional two years of this amendment will be factored into fiscal year 2021-2022 budget cycle.
CEQA:
The Police Chief has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
