Adopt a resolution authorizing the Deputy Director to execute the Intergovernmental Housing Services Agreements with the Cities of St. Helena and Calistoga and Town of Yountville to provide housing services for a two-year term, beginning July 1, 2020 and ending June 30, 2022.

DISCUSSION:

Since fiscal year 2007-2008, the Housing Authority has provided a variety of housing services to the Cities of St. Helena and Calistoga and the Town of Yountville.  Every two years the Housing Authority enters into an Intergovernmental Housing Services Agreement with each jurisdiction to provide these services.  In addition, funds are passed through the Housing Authority to Abode Services and Fair Housing Napa Valley for additional housing services.  The Housing Authority also has an existing two-year services agreement in place with the City of American Canyon which runs through June 30, 2021.

 

The services provided for each of the communities are similar in nature and include technical assistance related to a variety of housing functions.  Outlined below are the general housing functions provided:

 

-                     Administer Section 8 Rental Assistance: 12% of the rental assistance vouchers are provided countywide.

-                     Represent each jurisdiction on the Countywide Continuum of Care Committee and secure funding from HUD for the delivery of homelessness services.

-                     Provide technical assistance to the planning departments on a variety of affordable housing issues.

-                     Review affordable housing development applications and provide input on  necessary regulatory agreements.

-                     Provide annual compliance monitoring of rent restriction and inclusionary agreements (184 units)

-                     Provide loan servicing, annual owner occupancy monitoring, and marketing of re-sales for the ownership affordable housing units (189 units)

-                     Pass through of funds in the amount of $2,000 per year to Fair Housing Napa Valley for fair housing and mediation services for the City of St. Helena

-                     Pass through funds in the amount of $2,000 per year for countywide rental assistance to Abode Services for the City of St. Helena

 

Housing staff met with each of the jurisdictions to review services provided during the current fiscal year and to discuss the upcoming contracts.  The terms for each of the proposed agreements would remain two-years, beginning July 1, 2020 and ending June 30, 2022. 

 

FINANCIAL IMPACTS:

The service agreements positively impact the Local Housing Fund (84601-34101) by $160,000 in FY 2020-21 and $163,000 in FY 2021-22.

 

CEQA:

The Deputy Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15050(c).
