Adopt a resolution approving a list of projects for Fiscal Year 2020-21 funded by Senate Bill 1 (Road Repair and Accountability Act of 2017) in an amount of $1,415,000.

DISCUSSION:

On April 28, 2017, the California State Governor signed Senate Bill (SB) 1 which is known as the Road Repair and Accountability Act of 2017.  SB 1 establishes the Road Maintenance and Rehabilitation Program (RMRP) to address deferred maintenance on the state highway system and on local street and road systems, and the Road Maintenance and Rehabilitation Account (RMRA) for the deposit of various funds for the program.  A percentage of RMRA funding is apportioned by formula to eligible cities and counties and can be used for projects that include, but are not limited to, road maintenance and rehabilitation, safety projects, railroad grade separations, complete street components, and traffic control devices.  The funding from SB 1 comes from a voter approved increase to the gasoline excise tax.

 

The upcoming fiscal year’s allocation to the City of Napa was originally projected to be approximately $1,400,000.  With the significant reduction in travel due to the COVID-19 pandemic and shelter at home orders, fuel sales have dropped affecting the SB 1 funding.  There is uncertainty with the projections for SB 1 allocations in the upcoming year and the level of funding will be dependent on the level of travel and fuel sales.  Recent projections for the SB 1 funding for the City have ranged between approximately $1,100,000 and $1,300,000.  The attached spending plan contains projects totaling $1,415,000.  Staff has developed a list of projects exceeding current projections to submit to the state, so that if the revenues do exceed the current projections, the reporting will not have to be adjusted.

 

Prior to receiving this apportionment of RMRA funds from the State Controller each fiscal year, the City must submit to the California Transportation Commission (Commission) a project or list of projects proposed to be funded with these funds. 

 

For SB 1 this upcoming fiscal year, Public Works is proposing to apportion the funds across one category: complete streets/sidewalks.  With the expectation that the SB 1 funding will be lowered due to decreases in fuel sales, the listed amounts are the maximum that would be spent.  Additional funding from Measure T and gas tax sources will supplement the project budgets.  The revenues will be monitored throughout the year so that our budget expenditures do not exceed actual revenues. 

 

The SB 1 Project list and maximum budget is proposed as follows:

 

Complete Street Concrete: Grandview and Foster Area                                                               $    200,000

Complete Street Concrete: Monarch and Paulson Area                                                               $    715,000

Complete Street Concrete: South Franklin Street Area                                                                $    500,000

The complete streets concrete work in the Grandview/Foster area, the Monarch/Paulson area, and the South Franklin Street area will be performed by the City forces and will include the repair and construction of concrete curb, gutter and sidewalks.

 

FINANCIAL IMPACTS:

The following revenues and expenditure are based on project estimates for FY 2020-21 that currently exceed the anticipated revenues.  While current projections have been reduced for the SB 1 allocations, staff recommends reporting projects in excess of the current projected revenue to prevent the City from having to refile project lists to the state.  With uncertainty related to the annual revenues this year, staff will monitor revenues throughout the year to ensure City expenditures do not exceed revenues.  The FY 2020-21 SB 1 projects will be funded up to the amounts as follows:

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment. 

 

Furthermore, the Project described herein is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 as the repair, maintenance or minor alteration of existing facilities involving no or negligible expansion of use beyond that which presently exists.
