Recommendation

 

Adopt a resolution Calling and Giving Notice of a General Municipal Election to be held on Tuesday November 3, 2020 for the purpose of electing a directly elected Mayor, and two Councilmembers from Districts 2 and 4; requesting that the Napa County Board of Supervisors consolidate the General Municipal Election with the Statewide General Election, and requesting that the Napa County Registrar of Voters render specified services to the City relating to the conduct of the General Municipal Election.

DISCUSSION:

The 2020 City of Napa General Municipal Election will be held on Tuesday, November 3, 2020 for the purpose of electing the Mayor and two Councilmembers for Districts 2 and 4. This will be the first election of councilmembers in a district-based election, following the City Council’s adoption of Ordinance O2020-007 (see Attachment 2). As set forth in that Ordinance, the Mayor will be elected by the voters citywide. However, each councilmember will be elected by voters in the district in which the councilmember resides. The district boundaries for the four districts are identified on the attached Ordinance. Again, the offices of councilmember in Districts 2 and 4 will be on the ballot for consideration by the voters on November 3, 2020; and the offices of councilmember in Districts 1 and 3 will be on the ballot for consideration by the voters at the general municipal election in 2022. The Mayor and each councilmember are elected to four-year terms.

 

The recommended resolution provides notice of calling the General Municipal Election to be held on November 3, 2020, requests the Napa County Board of Supervisors consolidate the City’s General Municipal Election with the Statewide Election, and provides authority for the City Clerk to enter into contracts necessary for election supplies and services.

 

Once approved, the City Clerk will file the resolution with the Napa County Elections Official and the Clerk of the Board of Supervisors for placement on the Board of Supervisor’s next Regular Meeting Agenda.

 

FINANCIAL IMPACTS:

The costs to consolidate the General Municipal Election with the General Election will be reimbursed to Napa County Elections Division after the final election results are confirmed and certified. Estimated costs for the election have been budgeted.

 

 

CEQA:

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
