Recommendation

 

Adopt a resolution levying assessments in the Downtown Parking Assessment Area for 2021 in accordance with Napa Municipal Code Chapter 3.30; and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

On June 2, 2020, the City Council approved the “Downtown Parking Assessment Area - 2021 Annual Report and Budget” and adopted a Resolution of Intention to hold a public hearing on June 16, 2020 to levy the DPAA assessments. To implement the State of California Streets and Highways Code Sections 36500, et seq., and per the terms of City Agreement No. 9354 between the City of Napa and the Napa Downtown Association (“NDA”), a public hearing notice has been published and posted to notify the public of the availability for review of all documents relating to the improvements and activities of the DPAA. The assessment rate is set by ordinance and provided for in the Napa Municipal Code Chapter 3.30 “Downtown Parking Assessment Area”: an assessment levied on each business in the Downtown Parking Assessment Area in an amount equal to seventy percent (70%) of the business license fee. The revenue is collected by the City for improvement and maintenance purposes to benefit the businesses within the DPAA. 

 

FINANCIAL IMPACTS:

This action results in the receipt of revenue into the City of Napa Parking Maintenance fund, managed by the Public Works Department. These funds are collected by the Finance Department as business owners in the district boundary acquire or renew business licenses. The mid-cycle budget adjustments for FY 2021 will be adopted by Council in June 2020.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action described in this Staff Report is exempt from CEQA, pursuant to CEQA Guidelines Section15301 (normal operation, maintenance, or repair of public facilities).
