Recommendation
Continue the Proclamation of Local Emergency; and authorize the City Manager to take actions necessary as the Director of Emergency Services, to respond to the Coronavirus (COVID-19).

DISCUSSION:
The catastrophic coronavirus pandemic (COVID-19) has severely impacted the community of residents, businesses, properties owners, and visitors that are served by the City of Napa; and it has concurrently and similarly severely impacted the operations and services that are provided by the City's governmental organization to the community. Accordingly, on March 15, 2020, the City Manager issued a Proclamation of Local Emergency to Respond to the Coronavirus, which was ratified by City Council on March 16, 2020, and continued by City Council on March 31, 2020, April 7, 2020, April 21, 2020, May 5, 2020, May 19, 2020 and June 2, 2020. The City has previously documented and described the impacts of COVID-19 on the City's operations in the reports to Council on March 16, March 31, April 7, April 21, May 5, May 19, and June 2, 2020.
The City Manager has determined that the conditions of local emergency continue to exist in the City, and therefore recommends that the City Council continue the proclamation of local emergency in order to respond to COVID-19.
Because the impacts of COVID-19 are evolving so fast and continuously, City staff will provide an update on the status of the impacts of COVID-19 during the Council meeting.
As a part of the report to Council, staff will provide an update regarding the further opening of public meetings for specified legislative bodies which will be conducted as a teleconferences in compliance with the Governor's Executive Orders N-29-20 and N-63-20.
