Approve the first reading and introduction of an ordinance amending Napa Municipal Code Chapter 15.04 to add section 15.04.120 “Electric Vehicle Charging Station Permits” and determining that the actions authorized by this Ordinance are exempt from CEQA.

DISCUSSION:
Assembly Bill 1236 (Chapter 598) was approved in 2015 to encourage the use of Electric Vehicle Charging Stations (EVCS) by requiring legislative bodies of cities and counties to adopt ordinances to streamline and remove barriers to EVCS permit issuance. The bill also requires the City to publish an EVCS Guide and EVCS Submittal Checklist online, allow applicants to submit applications for EVCS permits electronically and approve EVCS applications administratively through issuance of a building permit. Once the EVCS Guide and Checklist are available on the city webpage, and the EVCS Streamlining Ordinance has been adopted, the City of Napa will be recognized as an EVCS Streamlined Jurisdiction.
FINANCIAL IMPACTS:
Existing City fees approved by the City Council, as assembled in the City’s Master Fee Schedule, include the Building Division fee schedule for plan check, permit, and inspection fees. The proposed Ordinance does not address or recommend any changes to existing fees at this time.
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Sections 15301 (Class 1) and 15303 (Class 3), as well as Section 15061(b)(3) as the adoption of the EVCS ordinance required by State law does not have the potential for causing a significant effect on the environment.
