Recommendation
Approve the Joint Powers Agreement (“JPA”) with Public Risk Innovation, Solutions, and Management (“PRISM”), formerly known as CSAC Excess Insurance Authority, for the development and funding of insurance programs, and authorize the City Manager to execute the JPA.

DISCUSSION:
In 1979, a joint powers authority known as CSAC Excess Insurance Authority (“EIA”) was formed by and for California counties in order to find cost-effective insurance solutions and risk management services for its members. In 2001, the EIA expanded its offering to cities and other California public agencies; and, on July 1, 2002, the City of Napa became a member of the sister agency of the EIA (known as the California Public Entity Insurance Authority, or “CPEIA”). In 2006, the EIA and the CPEIA began a process to reorganize and consolidate their services into one joint powers authority (the EIA), and the City Council authorized the City of Napa to join the EIA.
In March of 2020, the EIA changed its name to Public Risk Innovation, Solutions, and Management (“PRISM”). Currently, PRISM provides insurance programs that are jointly developed and funded by its member public agencies, which includes 70% of California cities and 95% of California counties, as well as other special districts. PRISM is recognized as the largest public entity property and casualty pool in the United States. The insurance programs provided by PRISM include joint insurance funds, pooling of self-insured claims and losses, purchased insurance and reinsurance, and necessary administrative services including risk management consulting.
The recommended Joint Powers Agreement (“JPA”) is substantially the same as the previous agreement by which the City was a member of the EIA, with an implementation of the name change (from EIA to PRISM) as well as other related organizational amendments to “clean up” the document with current practices and the future vision of the organization.
FINANCIAL IMPACTS:
The City Manager Department’s participation in this agreement was included as part of the FY2020-2021 adopted budget and will have no impact on budget or fund balance.

The City Manager has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
