Approve the second reading and final passage, and adopt an ordinance amending Napa Municipal Code Chapter 15.04 to add section 15.04.120 “Electric Vehicle Charging Station Permits” and determining that the actions authorized by this Ordinance are exempt from CEQA.

DISCUSSION:

This is the Second Reading and Final Adoption of an ordinance amending Napa Municipal Code Chapter 15.04 to add section 15.04.120 “Electric Vehicle Charging Station Permits” and determining that the actions authorized by this Ordinance are exempt from CEQA.  The introduction and First Reading was held as the Regular City Council meeting on August 4, 2020.  If approved the Ordinance will become effective thirty days following adoption.

 

FINANCIAL IMPACTS:

Existing City fees approved by the City Council, as assembled in the City’s Master Fee Schedule, include the Building Division fee schedule for plan check, permit, and inspection fees. The proposed Ordinance does not address or recommend any changes to existing fees at this time.

 

CEQA:

At their regular meeting on August 4, 2020, City Council determined that the Recommended Action described in the Agenda Report is exempt from CEQA pursuant to CEQA Guidelines Sections 15301 (Class 1) and 15303 (Class 3), as well as Section 15061(b)(3) as the adoption of the EVCS ordinance required by State law does not have the potential for causing a significant effect on the environment.
