Authorize the City Manager to execute on behalf of the City an agreement for up to $313,156 to provide three School Resource Officers to the Napa Valley Unified School District for 2020-21 school year.

DISCUSSION:
The City of Napa has worked in collaboration with the Napa Valley Unified School District (NVUSD) by placing School Resource Officers (SROs) on NVUSD campuses. The City has historically provided SROs through agreements which require NVUSD to reimburse the City for a portion of its cost of providing SROs during each school year. Currently, the City provides three SRO's who will serve Napa High School, Vintage High School, New Tech High School, Valley Oak Continuation School, Redwood Middle School, Silverado Middle School and Harvest Middle School.
The primary mission of the Napa Police Department School Resource Officer is to improve the quality of life for students, parents, school employees and community members directly affected by the program. Specific desired outcomes include:
* The reduction of criminal activity and fear on campus and fostering a positive relationship with the school community.
* Respond to calls for service at the designated campuses.
* Identify school-related enforcement issues and develop coordinated solutions in a problem-solving manner.
* Foster a positive relationship with NVUSD Staff based on collaboration.
* Provide increased police visibility in the residential and commercial neighborhoods adjacent to school campuses.
* Increased interaction between Napa Police Department Staff and our Napa youth.

Accordingly, the City's obligation to assign and/or deploy SROs will be excused for the
