Authorize the Public Works Director to execute a contract with McCain, Inc., for traffic signal equipment required for the Automated Traffic Signal Management System (ATMS) program as part of the Measure T 5-year plan for FY2020/21 in an amount not to exceed $145,193.13.

DISCUSSION:
On July 15, 2019, the Measure T 5-year work plan was updated to include $950,000 for the ATMS program. The ATMS program will allow the City to purchase and install new traffic signal equipment as well as upgrade existing out of date equipment in order to provide an intelligent transportation system throughout the City. ATMS will use live traffic information to develop optimal traffic control strategies addressing traffic needs at a single intersection, along an arterial, or along a given corridor. This provides the City's Traffic Operations Center the ability to provide real-time solutions, while the traffic is happening, to automatically adjust to changes in traffic conditions to minimize delays within the street network.
In February 2020, the City completed the first project as part of the ATMS program. The Jefferson Street at 1st Street and 2nd Street Couplet Flip project, in coordination with the roundabouts project, updated the existing traffic signal equipment at these two intersections. The City purchased the new equipment in advance of the project for greater cost efficiency and contracted out the installation. The next project as part of the ATMS program will be providing the equipment upgrades to the Jefferson Corridor (see Attachment 2). The purchase of the equipment from McCain, Inc., in advance of the Jefferson Corridor project, will continue to provide cost savings for the ATMS program.
