Recommendation

 

Appoint incumbents, Carol Hamilton and Johanna Moore, to the Board of Commissioners of the Housing Authority of the City of Napa for terms effective immediately and ending on September 30, 2022.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE BOARD:

The Housing Authority Board is the Governing Body of the Housing Authority of the City of Napa, which provides rental assistance through Federal rental subsidy programs to very low-income families throughout Napa County, and develops affordable housing for low and moderate-income households.

 

The Board consists of seven members, including the five members of the City Council of the City of Napa, as well as two tenants appointed by the City Council to two-year terms. Tenant representatives must be utilizing facilities providing rental subsidy programs. One tenant commissioner must be over 62 years of age if the Authority has tenants over that age.

 

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS: There are two term expirations effective September 30, 2020.

 

RECRUITMENT PROCESS:

The City Clerk accepted applications for the Board from August 7, 2020 through August 28, 2020. Recruitment announcements were published on the City’s website, posted at City facilities, forwarded to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, the County of Napa, Napa County Hispanic Chamber of Commerce, and various non-profit agencies.

 

APPLICATIONS RECEIVED Two applications were received from incumbents Johanna Moore and Carol Hamilton, who are both applying for a seventh term. Copies of the applications have been provided as Attachment 1 for reference.

 

Ms. Moore fulfills the duties of the tenant representative over 62 years of age.

 

NOMINATION COMMITTEE RECOMMENDATIONS:

 

The Nomination Committee recommends appointing Johanna Moore and Carol Hamilton to a term effective immediately and ending on September 30, 2022. Designate Johanna Moore as the tenant representative over 62 years of age.

 

 

Pursuant to Section 4.7.2 of Policy Resolution 10, the City Council may either approve the nominations from the Nomination Committee as submitted or take further action to evaluate the applicants in accordance with Sections 4.5 of Policy Resolution 10.

 

FINANCIAL IMPACTS:

None.

 

CEQA:

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA guidelines Section 15060(c).
