Receive a report regarding proposed initiatives to recover from the adverse impacts of the COVID-19 pandemic, and provide input and comments.

DISCUSSION:

The purpose of this item is to update the City Council on the status of actions being taken by the City to identify and respond to the needs of the community (including residents, businesses, and City staff) through the implementation of new initiatives in response to the COVID-19 pandemic. 

 

BACKGROUND

 

On March 18, 2020, Napa County Health Officer directed a shelter at home Order to slow the spread of COVID-19. This Order was issued in accordance with the March 4, 2020 Proclamation of a State of Emergency issued by Governor Gavin Newsom, and Napa County continues to follow State direction for loosening and tightening restrictions on activities.

 

The City Manager formed an interdepartmental team of City staff known as the COVID-19 Recovery Team in May 2020 in response to the COVID-19 pandemic. The objectives of the Team are to advise the City Manager regarding new ideas for recovery (both internal to the City organization, and external services to the community), and to communicate and facilitate direction from the City Manager regarding opportunities to City staff, businesses, and the general public at-large.

 

FINDINGS

 

The Recovery Team has gathered information from a variety of resources and tracked changes to local public health guidelines. The Team has conducted over 20 interviews with City department heads, members of City Council, and other stakeholders to understand their response to the pandemic, priorities related to the recovery, and economic and operational challenges related to their key constituents.

 

The Recovery Team found five important themes from the interviews and best practice research to focus City efforts.

                     Budget and Cost Recovery

                     Organizational and Process Efficiencies

                     Partnerships

                     Workforce Infrastructure

                     Workforce Support

 

The Recovery Team recommended ten initiatives to the City Manager to address these themes. See Attachment 1 for a description of each initiative. These initiatives meet the City Manager’s objectives of responding and advancing recovery efforts for the City workforce and the general public in a way that is actionable and doable.

 

The work of the City Recovery Team also intersects with other recovery related efforts already underway, such as economic data gathering, response and support to the business community, CAREs Act funding, and workforce trust building. The Recovery Team has coordinated and supported these efforts.

 

The next steps are to receive input and feedback from the City Council and decide how and when to launch confirmed initiatives.

 

 

FINANCIAL IMPACTS:

Individual initiatives may have financial implications. Staff would return to Council as necessary for actions related to implementation of initiatives

 

CEQA:

The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
