Adopt a Resolution authorizing the Deputy Director to execute the CalHome Program Intergovernmental Agreement for Services with the City of American Canyon for CalHome Program grant administration services and activity delivery in an amount of up to $230,000.

DISCUSSION:
Since fiscal year 2007-2008, Housing Authority staff has provided a variety of housing services to the City of American Canyon. The City of American Canyon (the "City") received a $2,200,000 State CalHome Disaster Assistance Program Grant (the "CalHome Grant") to provide down payment assistance loans to households who have been physically or economically displaced as a result of the 2017 Napa Complex Fire or one of the other qualifying 2017 or 2018 federal disasters. CalHome Disaster Assistance loans can be used to purchase existing single-family homes, condominiums, and mobile homes within the city limits of American Canyon. Participants' household incomes must be at or below 120% of the area median income adjusted by household size. The City of Napa received a similar CalHome Disaster Assistance Program grant through the same funding allocation.

In addition to the downpayment assistance program funded from the CalHome Grant, the City wishes to utilize any CalHome Reuse Funds from prior grants to fund a down payment assistance program and owner-occupied rehabilitation program.

The Housing Authority has extensive experience in operating down payment assistance and owner-occupied rehabilitation programs and in administering State and federal housing grants. The Housing Authority operated these types of programs through a similar CalHome...
