Authorize the Finance Director to execute an amendment to Agreement No. C2020-094 for managed network security and internet infrastructure services for the City's water treatment facilities with TPx Communications, in the increased amount of $1,500,000 for a total contract amount not to exceed $2,263,000.

DISCUSSION:
The City currently utilizes TPx Communications for managed network security and internet infrastructure services at the City's primary and backup 911 Dispatch Centers. To keep Napa's water treatment and supply operations secure from telecommunications interruptions and unauthorized intrusions, the City's selection of a vendor to provide these services must be of the highest integrity and technical competence. TPx Communications service delivery meets the City's needs for managed services enhancements.
The City's water treatment facilities require secure telecommunications infrastructure to be maintained and updated continuously. TPx Communications is the City's current provider of these services for the 911 Dispatch Centers; the City is satisfied with its service delivery quality. A change in provider may create unwanted vulnerabilities for the City from a cybersecurity standpoint. The City's Information Technology (IT) staff struggle to meet the increasing demands of preventing potential cybersecurity threats.
The City's Information Technology Manager has determined that this managed security service is the most cost-effective way to meet these expanding cybersecurity threats.

FINANCIAL IMPACTS:
Funds in the amount of $50,000 will be expended in FY21. Sufficient funds are available in the Water Enterprise Fund account:
