Approve a budget transfer in the amount of $100,000 to fund the completion of the contract for the Storm Drain Infrastructure Condition Assessment, Agreement No. C2020-116 with National Plant Services, Inc., as documented in Budget Adjustment No. BE2104501.

DISCUSSION:

On April 21, 2020, the City Council authorized execution of a $400,000 agreement with National Plant Services, Inc. (NPS) to perform a Storm Drain Infrastructure Condition Assessment.  The City Council also authorized a $300,000 budget transfer from the General Fund to Nonrecurring General Fund Account (49017 NR Public Works Stormwater) in the FY19/20 budget.  The remaining $100,000 was planned to be funded from the FY20/21 Public Works Stormwater budget (43017).

 

Since contract execution, NPS has been working diligently and is approximately two-thirds complete with the assessment project.  They have found numerous defects while inspecting and rating over 600 structures and 8 miles of pipe to date.  The work when completed will include inspection of approximately 10% of the City’s storm drain system.  City staff has been pleased with their work and looks forward to project completion with a final report.

 

When the project is complete, there will be three key deliverables.  First, the consultant will prepare a comprehensive report cataloging the condition of the pipe segments, structures and outfalls inspected.  The report will identify key pipe segments and other infrastructure that have failures or anomalies that are short term liabilities requiring action in the very near future.  The report will also make recommendations for remedial action that can prolong the pipe’s life.  The consultant will also provide survey data of all the structures and outfalls inspected.  This information will be incorporated in the GIS and asset management system where it can be used for mapping and creating work orders.  Finally, the City will own the video footage of all pipe segments inspected.  This can be used by Public Works staff to view pipe condition at the time of the inspection and provide a base line condition to compare with for future inspections.

 

FINANCIAL IMPACTS:

This budget transfer is utilizing funds already appropriated in the FY20/21 Public Works Stormwater budget. The proposed adjustment transfers $100,000 from the FY20/21 Public Works Stormwater budget (43017) to Nonrecurring Public Works Stormwater key (49017).  There is no overall impact to the General Fund. 

 

If the Recommended Action is not approved, the Storm Drain Infrastructure Condition Assessment contract cannot be completed.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
