Recommendation

Authorize the City's voting delegate at the Cal Cities Annual Conference Business Meeting, on September 24, 2021, to vote in favor of two proposed Cal Cities resolutions: (1) call on the State Legislature to pass legislation that provides for a fair and equitable distribution of the Bradley Burns 1% local sales tax from in-state online purchases; and (2) to call on the Governor and the State Legislature to work with Cal Cities to provide adequate regulatory authority and necessary funding to assist cities with railroad right-of-way areas to address illegal dumping, graffiti, and homeless encampments that proliferate along the rail lines and result in public safety issues.

DISCUSSION:
The League of California Cities ("Cal Cities") will hold its Annual Conference September 22 -24, in the City of Sacramento. At the Annual Conference, Cal Cities conducts its Annual Business Meeting where the voting delegate of each Cal Cities Member votes to support or oppose proposed Cal Cities resolutions. These resolutions help guide cities and Cal Cities in efforts to improve the quality, responsiveness and vitality of municipal government in California.

On August 17, 2021, the City Council appointed Vice Mayor Liz Alessio as the City's voting delegate to represent the City at Cal Cities' Annual Business Meeting. Councilmembers Beth Painter and Bernie Narvaez were appointed as the alternate voting delegates. A copy of the Cal Cities Voting Delegate Letter submitted on August 18, 2021 to Cal Cities has been provided for reference as Attachment 1.
