Recommendation

Adopt a resolution: (1) authorizing the Utilities Director to award a construction contract to, and execute a construction contract with, Performance Mechanical, Inc. for the Edward Barwick Jamieson Canyon Water Treatment Plant (EBJCWTP) Fall Protection Improvements Project in the bid amount of $147,986; (2) authorizing the Utilities Director to execute change orders and charges for project services up to $39,000 for a total project amount not to exceed $186,986; (3) approving the transfer of $57,073 from Water CIP Reserves to EBJCWTP Fall Protection Improvements CIP as documented in Budget Adjustment No. BE 2209501 and (4) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The project consists of fabricating and installing fall protecting railings, stairs, and platforms at three locations at the EBJCWTP. The initial budget for the Project was $150,000. For the structural design of the fall protection improvements, the City has expended $20,087 to date.

Staff publicly bid the Project during the month of July. On August 2, 2021, two (2) formal bids for construction were received. The Bids were as follows:

$147,986 Performance Mechanical Inc., Sacramento, CA*
$373,757 Angotti & Reilly, San Francisco, CA

*Apparent lowest and best bid

The Napa Municipal Code local business preference of a three percent (3%) bid reduction factor did not alter the bid results.

The construction budget is proposed as follows:

Performance Mechanical, Inc. $147,986
Contingency for unforeseen conditions (20% of bid) $ 29,500
Construction management and Specialty Inspection $ 9,500

Total $186,986
