Adopt a resolution approving the CDBG Fiscal Year 2020-2021 Consolidated Annual Performance Evaluation Report (CAPER).

DISCUSSION:
The City's 2020-2025 Consolidated Plan identifies housing needs and problems in the community, sets priorities and strategies, allocates resources under the United States Department of Housing and Urban Development ("HUD") funded programs and provides an annual plan to track how resources will be spent and goals accomplished. As required by HUD, a Consolidated Annual Performance Evaluation Report ("CAPER") must be prepared by all jurisdictions receiving entitlement funds from HUD.

The CAPER is intended to review the City's progress towards achieving the goals outlined in its adopted 2020-2025 Consolidated Plan. The City is required to submit this report to HUD as a condition of its receipt of an annual grant of CDBG funds.

CDBG Funding
During the 2020-21 program year, the City was allocated $590,356 in CDBG entitlement funds. Additionally, while the City had anticipated receiving $145,034 in program income from the revolving loan fund, the City ultimately received $285,702 from loan repayments.

CDBG and Other Accomplishments
* The City provided $704,514 in funding to Abode Services for operation of the homeless shelter system. This included $54,523 from the CDBG Fund to operate the South Napa Shelter and $649,991 from the City's General Fund to assist South Napa and the other homeless shelters and programs. The CDBG funds assisted 151 persons during the program year at the South Napa Shelter.
