Adopt a resolution approving the CDBG Fiscal Year 2020-2021 Consolidated Annual Performance Evaluation Report (CAPER).

DISCUSSION:

The City’s 2020-2025 Consolidated Plan identifies housing needs and problems in the community, sets priorities and strategies, allocates resources under the United States Department of Housing and Urban Development (“HUD”) funded programs and provides an annual plan to track how resources will be spent and goals accomplished. As required by HUD, a Consolidated Annual Performance Evaluation Report (“CAPER”) must be prepared by all jurisdictions receiving entitlement funds from HUD.

 

The CAPER is intended to review the City’s progress towards achieving the goals outlined in its adopted 2020-2025 Consolidated Plan. The City is required to submit this report to HUD as a condition of its receipt of an annual grant of CDBG funds.

 

CDBG Funding

During the 2020-21 program year, the City was allocated $590,356 in CDBG entitlement funds. Additionally, while the City had anticipated receiving $145,034 in program income from the revolving loan fund, the City ultimately received $285,702 from loan repayments.

 

CDBG and Other Accomplishments

                     The City provided $704,514 in funding to Abode Services for operation of the homeless shelter system. This included $54,523 from the CDBG Fund to operate the South Napa Shelter and $649,991 from the City’s General Fund to assist South Napa and the other homeless shelters and programs. The CDBG funds assisted 151 persons during the program year at the South Napa Shelter.

                     The City provided NEWS $25,443 in CDBG funding for bilingual counseling services for survivors of domestic violence and sexual assault. The funding assisted 252 persons.

                     The City provided Catholic Charities of the Dioceses of Santa Rosa (Catholic Charities) $7,269 for operation of the Rainbow House Family Shelter. The funding assisted 49 persons.

                     The City provided Fair Housing Napa Valley (FHNV) $13,085 in CDBG funds for fair housing assistance, mediation and education. In addition, FHNV received $25,000 from the Housing Authority and $100,000 from the City’s General Fund for landlord tenant mediation services and to assist in the preservation of affordable mobile home space rent. FHNV assisted 1,448 individuals during the program year.

                     The City’s Housing Rehabilitation Loan program completed five rehabilitation projects and started two additional rehabilitation projects under the CDBG Loan Program and completed seven projects under the CDBG Emergency Repair Grant Program. The combined total spent was $453,745.

                     Oran Court reroof was completed in spring 2021. Funding totaling $103,200 provided rehabilitation for 13 affordable rental units.

                     Rainbow House projects for installation of HVAC in both the yellow house family homeless shelter and the red house permanent supportive housing project were completed in early summer 2021. The combined grants totaled $78,510, and the project rehabilitated the shelter facility and five units of permanent supportive housing.

                     Senior Center ADA improvements totaling $25,000 were completed in spring 2021.

                     The City used State CalHome and HOME funds to provide down payment assistance loans totaling $1.299 million to ten lower-income first-time homebuyers.

                     The Junior Unit program, which is funded by General Fund and State Permanent Local Housing Allocation funds, created five new affordable rental units.

 

CDBG CARES

In calendar year 2020, the City received two tranches of CDBG CARES funding totaling $1,088,096. Funding was provided to thirteen different activities that met the regulations of the CDBG program and directly responded to the Coronavirus pandemic. Seven of the thirteen subrecipients expended funding during the program year 2020-21. Eleven activities are ongoing through December 31, 2021.

CARES Accomplishments

                     CANV Meals on Wheels received $30,000 and served meals to 450 households impacted by the pandemic.

                     NEWS received $20,000 for hotel stays for 36 survivors of domestic violence and sexual assault to provide for safe isolation.

                     On The Move received $131,500 for administrative funding in carrying out emergency rental assistance for 357 households.

                     ParentsCAN received $6,448 to provide meals to 49 households impacted by the pandemic.

                     Salvation Army’s meal program received $33,552 to serve 347 homeless households impacted by the pandemic.

                     The City of Napa’s Tenant Based Rental Assistance program received $60,848 in administrative funding to provide up to 12 months of rental assistance to 42 households.

                     The City’s microenterprise program expended $25,000 to assist five qualifying businesses with grants to mitigate increased costs in response to the pandemic.

 

 

CDBG Citizens’ Advisory Committee

The CAPER was reviewed by the CDBG Citizens’ Advisory Committee on August 30, 2021. There were no comments from the public or the Committee regarding the report. The Committee forwarded a recommendation to Council to approve the report.

 

FINANCIAL IMPACTS:

The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).

NOTIFICATION:

The CDBG Citizens’ Advisory Committee reviewed the draft CAPER at a public meeting on August 30, 2021. In addition, a public notice was published in the Napa Valley Register on August 23, 2021. Notices in Spanish were posted at Puertas Abiertas and Spanish markets and laundromats. Copies of the CAPER were made available at the City’s Housing Division and the City’s website.
