DISCUSSION:
Each year, the California Association of Local Agency Formation Commissions ("CALAFCO") awards the Mike Gotch Excellence in Public Service Award ("Award") to a recipient(s) whose work has resulted in an extraordinary public service outcome and has eliminated common institutional roadblocks. One category highlights the protection of agricultural and open space lands and the prevention of sprawl.

The 2021 Award recipient for this category is the City of Napa, Napa County, Napa LAFCo and Senator Bill Dodd for the Napa Pipe Project. The project was noted as an outstanding example of a "smart-growth" community and of collaborative determination between the parties creating an innovative approach to provide housing, control urban sprawl, and to protect agricultural and open space lands. An important element of the project was an agreement between the agencies that resulted in an agreement on the application of housing credits, the annexation of the project area into the City, a Sphere of Influence expansion and an expansion of the Rural Urban Limit Line which was approved by the voters. After determining that the previously agreed upon housing credit allocation was not allowable under current state law, Senator Bill Dodd worked to introduce new legislation allowing Napa County to claim the housing credits and fulfill the intent of the agreement between the agencies. This collaboration is being recognized by CALAFCO.
