Adopt a resolution (1) Amending the City Classification Plan by Adopting the Classification Specifications and Salary Ranges for Administrative, Managerial, and Professional Positions in the Utilities Department; and (2) Amending the Budget Staffing Plan to add and delete positions in the Utilities Department to implement the amendment to the Classification Plan.

DISCUSSION:
The Utilities Department ("Department") requested that Human Resources conduct a comprehensive study to review the duties performed by various classifications within the Department to determine the appropriateness of the classifications based on currently assigned duties and responsibilities, as well as the future business needs of the Department. The study included all AMP and NCEA positions in the Water Quality Division and the Water Distribution Division, and the potential for a new classification in the Engineering Division. Recommended changes to NCEA classifications will be presented to the Council for consideration at a future meeting. With the assistance of Bryce Consulting, the classification structure and job descriptions were reviewed, and recommendations align with the needs of both the City's unique public utilities services as well as federal and state regulations.

Bryce Consulting conducted a three-phase methodology including data collection, factual analysis, and the development of recommendations. The data collection process included a thorough review and analysis of information provided by department staff and a review of the positions' current classification specifications.
