Adopt a resolution authorizing the Public Works Director to approve a donation of $1,000 to Napa County Bicycle Coalition in support of Bike Month in Napa County for May 2022.

DISCUSSION:

May is National Bike Month, as well as Bike Month for Napa County. Each year, the Napa County Bicycle Coalition organizes a series of events and programs to encourage infrequent riders to get out and try riding a bike.  In past years, the City of Napa, along with other Napa County jurisdictions, supported the Bike Month activities through donations.  If the donation is approved, the City would again be joining other local agencies and organizations in supporting the Napa County Bicycle Coalition in organizing activities to promote Bike Month 2022. 

 

This year for Bike Month 2022, the following events are planned to take place:

 

Pledge to Ride - Napa County Bicycle Coalition’s Pledge to Ride allows Napa County residents to sign up online to pledge to ride their bike on Bike to Work and School Day to be entered into prize drawings.

 

Bike Rodeos - To help youth prepare to ride on Bike to Work & School Day, Napa County Bicycle Coalition will be partnering with local schools and Police Departments to hold multiple bike rodeos, which teach bike safety skills and build confidence by allowing youth to practice safe riding.

 

Bike to Work and School Day - Occurring on Friday, May 20, this event encourages people to leave their car at home and ride to work and school instead.  Energizer Stations will be located throughout Napa County and are hosted by local volunteers, merchants, and sponsoring organizations. They are stocked with snacks and other bike-themed giveaways encouraging those riding their bikes.

 

Additional events and activities are in the works and will be announced as it gets closer to May.

 

The Napa County Bicycle Coalition is a 501(c)3 nonprofit organization. Napa County Bicycle Coalition’s mission is to make it safe, convenient, and accessible to ride a bicycle anywhere in Napa County for all ages and abilities. In order to provide the above listed services and events, the Napa County Bicycle Coalition has requested support in the form of donations for Bike Month 2022.

 

The City of Napa Bicycle and Trails Advisory Commission received an overview of the events and purpose of Bike Month 2022 at their regularly scheduled February 10, 2022 meeting. The Bicycle and Trails Advisory Commission made a recommendation to Public Works Department staff to support the events of Bike Month 2022 by making a donation in the amount of $1,000 to Napa County Bicycle Coalition for the event, which is the same amount donated by the City in past years.

 

Supporting the events of Bike Month 2022 by making a donation in the amount of $1,000 to the Napa County Bicycle Coalition corresponds with the City’s transportation goals and policies. Implementation Program T-9.C of the Transportation Chapter of the City of Napa General Plan states that, “The City shall encourage events that introduce the public to bicycling and walking such as Bike to Work Day, Bike to School Day, Bike Fest, commute challenges, etc.”. This goes along with the City’s larger goals related to active transportation including increasing the number of trips made via bicycle and reducing traffic congestion throughout the City.

 

FINANCIAL IMPACTS:

There are sufficient funds in the adopted FY21/22 Public Works Department Transportation Engineering Budget (43011-55002) to allocate $1,000 as a donation to Napa County Bicycle Coalition, a 501(c)3 nonprofit organization, for support of Bike Month 2022.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Staff Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
