Recommendation
Adopt a resolution authorizing the City Manager to Display the Ukrainian Flag at City Hall in solidarity with the people of Ukraine.

DISCUSSION:
In September 2019, the City Council adopted Resolution No. 2019-109, approving the Display of Flags Policy. The Display of Flags Policy establishes the procedure for the display of commemorative flags as an expression of City sentiments and requires authorization by resolution of the City Council.
Today’s action will authorize the flying of the Ukrainian Flag in solidarity with the people of Ukraine who are currently under invasion by the neighboring country of Russia, without provocation. The United States government has expressed their commitment to Ukraine’s independence, sovereignty and territorial integrity, and the Federal Government has executed a number of actions that have imposed sanctions and other prohibitions on Russia in response to the events in Ukraine.
The flag will fly on the commemorative flag pole for up to thirty-five (35) days.
