Authorize the Public Works Director to execute on behalf of the City an amendment to Agreement No. C2020-116 with National Plant Services, Inc., for a Storm Drain Infrastructure Condition Assessment in the increased amount of $475,000 for a total contract amount not to exceed $875,000.

DISCUSSION:
The City is under contract with National Plant Services (NPS) to conduct a Storm Drain Infrastructure Condition Assessment for an amount not to exceed $400,000. In 2020 and 2021, NPS performed services for the City to inspect, video document, and rate 84,700 feet of pipe (over 16 miles) and 753 manholes/catch basins and inlets. This represents approximately 10% and 15% of the City's pipe and structures respectively.
The results of the assessment completed to date determined 22% of the pipe segments had the two poorest conditions ratings (Major Defects/Blockages and Pipe Wall Failure/Blocked). Another 26% had Structural Defects, Obstructions and/or Deposits. The results are being used to develop prioritized projects to clear obstructions, rehabilitate and replace the storm drain infrastructure.
The condition assessment work has been phased due to funding constraints. Proceeding with the condition assessments for the storm drain system is critical to identify deficiencies so that plans can be developed to address damage prior to major system failures. This proposed amendment will complete the assessment for additional infrastructure. The combination of the original contract and this amendment will result in approximately 25% of the total system being evaluated.
