Adopt a resolution determining that: (1) there is no longer a need to take emergency actions for the Oak Street Storm Drain; (2) the authorization to perform emergency work is terminated; and (3) the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
Pursuant to City of Napa Municipal Code 2.91.040, City Staff is providing the final report to the City Council and recommending the emergency action be terminated by the City Council.

Based on the initial evaluation by Public Works engineering staff of the severe damage to the Oak Street Storm Drain and the need to replace the storm drain pipe prior to heavy winter rains, on August 25, 2021, the City Manager determined that the Oak Street Storm Drain replacement required immediate action to resolve an emergency and authorized the Public Works Director to execute emergency contracts.

City staff and their engineering consultants prepared plans, specifications and estimates for the emergency replacement of three blocks of storm drain pipe on Oak Street between Franklin and Brown Street. The Oak Street Storm Drain project was circulated for cost and schedule proposals. The contract was awarded to Team Ghilotti as the lowest and best bid based on the criteria set forth in the request for bids. The contractor commenced construction in November 2021 and completed the contract work in April 2022.

FINANCIAL IMPACTS:
Damage to the Oak Street Storm Drain was identified prior to the adoption of the current CIP budget and funding for the replacement was included as the Road Maintenance Project FY 21/22-Oak Street Emergency Repair (ST22PW01).
