Adopt a resolution approving an application for funding of a grant agreement and any amendments thereto from the 2021-2022 funding year of the State ESG Program, Balance of State Allocation NOFA and authorizing the City Manager to: (A) submit the application on behalf of the City to the California Department of Housing and Community Development (“HCD”) in an amount up to $200,000 for homeless street outreach; and (B) execute a grant agreement and any amendments thereto with HCD.

DISCUSSION:
In October 2021, the City of Napa applied to the Emergency Solutions Grant Program requesting $200,000 in funds to support contracted homeless street outreach efforts due to the end of Whole Person Care and the funding gap presented with the transition to CalAIM.
Staff at the City has worked collaboratively with staff at Napa County to identify funding sources that can be applied for or directed towards the City of Napa to continue to maintain the street outreach component. The first of these sources was the Emergency Solutions Grant competitive application, due on October 19, 2021. The Council adopted resolution R2021-099 approving this application.
The federal Emergency Solutions Grant program (ESG) provides funds for a variety of activities to address homelessness as authorized under the federal Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 and State program requirements. The California Department of Housing and Community Development (HCD) administers the ESG program with funding received from the U.S. Department of Housing and Urban Development (HUD).
The ESG program provides grant funding to (1) engage homeless individuals and families living on the street, (2) rapidly re-house homeless individuals and families, (3) help operate and provide essential services in emergency shelters for homeless individuals and families, and (4) prevent individuals and families from becoming homeless.
Staff applied and was subsequently awarded the maximum $200,000 in funding to continue contracted street outreach services to connect and engage clients to sheltering, housing, and other support services.
HCD has requested the City make edits to the resolution previously submitted. Today’s action rescinds R2021-099 and replaces the resolution as requested by HCD. Once this action is complete, an agreement for funds will be sent to the City Manager for execution.
FINANCIAL IMPACTS:
This resolution is needed for the City of Napa to be eligible for $200,000 in awarded funds. Staff will return to the Council with a subcontract for services.

The City Manager has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c)
