Adopt a resolution authorizing the Public Works Director to execute a grant of easement to Pacific Gas and Electric Company (PG&E) for a non-exclusive utility easement for the installation, operation and maintenance of electric utilities and associated facilities affecting a portion of City owned property identified as APN 003-198-022, which contains the Clay Street Garage, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
Various projects cause the need for the City to grant easement rights to PG&E from time to time for a variety of reasons. During the redevelopment and remodel of the building at 1500 1st Street (former Woolworth/Exertec building), PG&E determined there was insufficient capacity in the existing electric facilities to accommodate the development. PG&E indicated to the developer that a new transformer needs to be installed. The developer, PG&E and the City reviewed several potential locations in Sam's Lane, City Parking Lot S, and the Clay Street Garage property. City staff agreed placing a new transformer immediately adjacent to the existing transformers on the Clay Street Garage property (APN 003-198-022) was the most feasible. This location was already encumbered with PG&E transformers, did not take up any City parking spaces or landscaping area, and did not affect ingress or egress from the parking structure.

FINANCIAL IMPACTS:
There is no financial impact to the City anticipated as a result of the proposed action.

CEQA:
City Staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(b) which exempts minor alteration of existing utilities to provide electr...
