Authorize the Public Works Director to execute on behalf of the City Amendment No. 3 to Agreement No. C2019-250 with HCI Systems, Inc., for fire systems testing, inspection, maintenance, and repair in the increased amount of $30,000 for a total contract amount not to exceed $280,000 and to extend the term of the agreement to August 31, 2025, and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:
HCI Systems has successfully provided fire systems services in the City of Napa under Agreement C2019-250 since September 2019. These services include quarterly and annual fire sprinkler testing/inspection, annual fire extinguisher inspection, annual fire alarm testing/inspection, five-year sprinkler inspections, monthly fire pump inspections, maintenance and repairs of the fire systems. The purpose of these services is to ensure working order of the fire sprinkler systems, alarms, and extinguishers in City facilities.
Under Amendment No. 3, HCI Industries, Inc., would continue to provide these services through August 31, 2025. To accommodate the extended term, an additional $30,000 was added to the Agreement, bringing the total not to exceed amount to $280,000. The Amendment also updates Exhibit A (Scope of Additional Services) to define "Fire System Repair Services" and includes updated Exhibit B (Compensation Rates and Charges) to include an updated rate schedule. Only the on-call repair rates have increased, while the total annual costs for inspections and testing are lower than in previous years.

FINANCIAL IMPACTS:
There is no fiscal impact associated with the proposed action. Costs of the proposed Amendment are included in the adopted FY24 and FY25 budgets.
