Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Granite Rock Company for the Laurel Street Rehabilitation Phase I project in the bid amount of $3,162,283; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $671,228 for a total project amount not to exceed $3,883,511; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
In November 2012, the voters of Napa County approved a 1/2-cent sales tax increase known as Measure T to be implemented July 1, 2018. Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage. On December 5, 2023, City Council adopted the City's updated 5-year Measure T Work Plan, which included the Laurel Street Rehabilitation project.

The Project consists of sidewalk construction, full-depth asphalt replacement, additional storm drain infrastructure, Rectangular Rapid Flashing Beacons (RRFBs), and the addition of Class II Bike Lanes. In addition to repairing the roadway, this project will improve traffic safety for pedestrians and cyclists, and will include traffic calming features.

The engineer's estimate of probable construction cost for the Project is $3,037,378.15. budget.

Staff publicly bid the Project during the month of February. On March 7, 2024, seven (7) formal bids for construction were received. The bids were as follows:
