Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Terocons, Inc., for the Salvador Avenue Complete Streets Project in the bid amount of $2,972,490; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $717,249 for a total project amount not to exceed $3,689,739; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The Salvador Avenue Complete Streets Project will pave the roadway between SR 29 and the City limit. The paving work will include grinding and base repair, overlay and striping. From SR 29 to Jefferson Street, the work will construct concrete sidewalks to fill existing gaps in sidewalks, improve intersection accessibility and safety for pedestrians, improve bicycle facilities, and include elements for traffic calming. Additionally, the project will upgrade stormwater inlet structures and improve drainage. The project will be funded through the North Jefferson Street Improvement Fee and Measure T.

The City of Napa charges development impact fees on new developments to fund certain public improvements that thereby reduce the impacts related to the development. For each development fee, the City Council adopts a Council resolution that sets forth the specific amount of the fee, defines the specific area within which it shall apply, describes the specific improvements and their estimated cost, describes the reasonable relationship between the fee and the new development, and sets forth the time for payments.
