City Clerk Carranza announced the following supplemental items:

3. SPECIAL PRESENTATIONS:  
Proclamation for Pride Month 2025  
3.A.  
Mayor Sedgley and members of Council read the proclamation. Adriana  
Rodriquez , program Coordinator with LGBTQ Connection, accepted the  
proclamation and provided remarks.  
4. PUBLIC COMMENT:  
Jim Jones, on behalf of the Community Action Napa Valley (CANV) Board  
of Directors - Shared with Council the many services that CANV provided  
to members of the Napa community on a daily basis.  
Mark Van Gorder - Shared that, in anticipation of increased wildfire risk,  
PG&E had activated its Enhanced Power Safety Settings, which could lead  
to power outages. He also stated that he would be happy to provide  
additional resources to the Council to help keep the public informed.  
Hal Leggett - shared concerns about the permitting process required to  
build an Accessory Dwelling Unit (ADU), stated that the procedures for  
constructing affordable housing should not be so cumbersome or  
extensive. Additionally, he raised questions about the noise levels  
associated with the BottleRock event and suggested that the event be  
relocated to Kennedy Park or Napa Valley College. Questions were also  
raised regarding the permitting process for the event itself.  
Cara Mae Woolidge - acknowledged and thanked members of Council for  
proclaiming June as Pride Month and supporting community.  
Paul Luckcuck - shared concerns that there was no USPS delivery at the  
Riversound development as of yet. Asked if the City's development  
agreement addressed mail delivery.  
5. CONSENT CALENDAR:

A motion was made by Vice Mayor Luros, seconded by Councilmember Painter,

Zones and adopting an uncodified Fire Hazard Severity Zone Map.

Emergency Declaration for 36-inch Asbestos Cement Water Transmission  
Main Replacement  
Determined there was a need to continue the emergency action to execute and  
implement contracts for the construction to replace up to 8,200 linear feet of  
36-inch asbestos cement water transmission main.  
Emergency Repair of Browns Valley Creek at Tall Grass Drive Bridge  
Determined there was a need to continue the emergency action to execute and  
implement a contract for the design, permitting, and construction to stabilize the  
creek bank and adjacent roadway for Browns Valley Creek at Tall Grass Drive,  
and determined that the actions authorized by this item were exempt from CEQA.  
SB1 Road Repair and Accountability Act - Project List Application  
FY2025-26  
Adopted Resolution R2025-057 adopting a list of projects for Fiscal Year 2025-26  
funded by Senate Bill 1: The Road Repair and Accountability Act of 2017 and  
determining that the actions authorized by this resolution are exempt from CEQA.

Downtown Parking Assessment Area - 2026 Annual Report and Budget  
and Intent to Levy Assessments  
Adopted Resolution R2025-058 approving the 2026 Annual Report, Budget and  
Advisory Board for the Downtown Parking Assessment Area; declaring its intent  
to levy assessments and authorizing the City Clerk to schedule a public hearing  
on June 17, 2025 to levy the assessments in accordance with Napa Municipal  
Code Chapter 3.30; and determining that the actions authorized by this resolution  
are exempt from CEQA.

6. ADMINISTRATIVE REPORTS:  
Mayor Sedgley opened both item 6.A. and 6.B. to be heard together.  
Economic Development Program coordinator, Jennifer Owen introduced  
the item and Bill La Liberte, Napa Downtown Association's Executive  
Director. Mr. Liberte then delivered the annual reports to City Council.  
Mayor sedgley called for public comment. There were no requests to speak  
on either item 6.A. or 6.B.  
Discussion was turned back over to Council. Brief individual comments  
ensued.

Downtown Business Promotions Tax Area - FY 2025-26 Annual Report  
and Budget  
A motion was made by Councilmember Painter, seconded by Councilmember  
Narvaez to:  
(1) Receive an annual report from Napa Downtown Association’s Executive  
Director, Bill La Liberte; and  
(2) Adopt Resolution R2025-059 approving the FY 2025-2026 Annual Report and  
Budget for the Downtown Business Promotions Tax Area; authorizing the City  
Clerk to schedule a Public Hearing on June 17, 2025 to levy taxes in accordance  
with Napa Municipal Code Chapter 3.28; and determining that the actions  
authorized by this resolution are exempt from CEQA. The motion carried by the  
following vote:

(1) Receive an annual report from Napa Downtown Association’s Executive  
Director, Bill La Liberte; and  
(2) adopt Resolution R2025-060 approving the FY 2025-2026 Annual Report and  
Budget for the Oxbow Business Promotions Assessment Area; declaring its intent  
to levy assessments and authorizing the City Clerk to schedule a public hearing  
on June 17, 2025 to levy assessments in accordance with Napa Municipal Code  
Chapter 3.29; and determining that the actions authorized by this resolution are  
exempt from CEQA. The motion carried by the following vote:

Adjustment to Recyclable Materials Gate Fees for Materials Diversion  
Facility  
Adopted Resolution R2025-061 establishing recyclable materials gate fees at the  
City’s Materials Diversion Facility, to become effective July 1, 2025.

8. PUBLIC HEARINGS:

City of Napa FY 2025/26 and FY 2026/27 Proposed Budget Public  
Hearing  
Mayor Sedgley announced the public hearing.  
City Manager Potter opened the item. Budget Officer Seth Anderson  
provided the report.  
Mayor Sedgley asked for disclosures; there were none.  
Mayor Sedgley opened Public Testimony. There were no requests to  
speak.  
A motion was made by Councilmember Painter, seconded by  
Councilmember Narvaez to close public testimony. The motion carried  
unanimously.  
Discussion was brought back to Council. Individual Council comments and  
questions ensued.  
A motion was made by Councilmember Painter, seconded by Councilmember  
DeNatale, to provide direction to staff to finalize the proposed FY 2025/26 and FY  
2026/27 Budgets with an adjustment to the Measure G Expenditures, as  
presented, to reallocate the $3.5 million in FY 2026-27 from the splashpad specific  
project to recreational opportunities, and present that document for final review  
and approval at the regularly scheduled meeting on June 17, 2025. The motion  
carried by the following vote:

9. COMMENTS BY COUNCIL OR CITY MANAGER:  
Mayor Sedgley polled the Council to gauge interest in participating as a  
group in the 4th of July Parade. He asked members to consider the  
opportunity and inform him of their interest.  
Mayor Sedgley also took a moment to recognize former Mayor Phyllis  
Moore, who passed away on April 19, 2025. He noted that she was the  
second elected female Mayor, and shared complimentary remarks about  
her service on the Council. He then called for a moment of silence in her  
honor.  
10. CLOSED SESSION:  
Interim City Attorney Diaz announced the closed session item.

CONFERENCE WITH LEGAL COUNSEL – INITIATION OF LITIGATION  
Pursuant to Government Code Section 54956.9(d)(4)  
One Potential Case  
There were no requests from the public to comment.  
The meeting recessed to Closed Session at 5:12 P.M.  
The City Council with all five members present voted unanimously to initiate  
a receivership for a residential property with the particulars to be shared  
once that action is filed.  
The meeting adjourned at 5:36 P.M.
