Smith, Providence Queen of the Valley Medical Center, joined by members  
of the Queen of the Valley's Heart Safe Program, accepted the  
proclamation and provided remarks.

Jeremy Sill - provided comments regarding AB 1033 related to the sale of  
ADUs. Encouraged Council to "opt in" on the opportunity to expand home  
ownerships.

for the Quarter Ended December 31, 2025  
Received the Treasurer’s Quarterly Investment Report on the City’s investment  
portfolio for the period ending December 31, 2025.

Amendment #2 to Agreement for Hexagon Software Maintenance with  
Intergraph Corporation  
Approved and authorized the Chief of Police to execute on behalf of the City  
Amendment No. 2 to Agreement No.C2024-585 with Intergraph Corporation for  
maintenance support of the Police Department’s Communication Center’s  
computer aided dispatch system (CAD) and mobile data computing (MDC) system  
in the increased amount of $94,449.06 for a total contract amount not to exceed  
$1,039,543.24.

Emergency Declaration for 36-inch Asbestos Cement Water Transmission  
Main Replacement  
Adopted Resolution R2026-017 (1) determining there is a need to continue the  
emergency action to execute and implement contracts for the construction to  
replace up to 8,200 linear feet of 36-inch asbestos cement water transmission  
main; (2) approving a transfer in the amount of $250,000 from water CIP reserve  
fund balance account 531-35999 to CIP project account 53160139-63WT25UTER as  
documented in council budget amendment No 8P071; and (3) determining that  
the actions authorized by this resolution are exempt from CEQA.

Affordable Housing Infill Infrastructure Grant  
6.H.  
1. Adopted Resolution R2026-018 authorizing the City Manager to accept and  
execute with Napa Redevelopment Partners LLC, the award for an Infill  
Infrastructure grant (IIG) in the amount of $3,774,200 for the Napa Pipe Master  
Plan Project and determining that the actions authorized by this resolution were  
adequately analyzed by a previous CEQA action; and  
2. Authorized the City Manager to enter into all related agreements to execute  
this grant.

7. ADMINISTRATIVE REPORTS:  
Community Development Block Grant (CDBG) Program Income Funding  
Jonathen Sakamoto, Housing Supervisor, provided the staff report.  
7.A.  
Mayor Sedgley called for public comment; there were no requests to  
speak.  
Discussion was turned over to Council.  
Individual members provided comments, questions, and considerations  
regarding the application process. Mayor Sedgley summarized the  
Council’s direction, indicating that applications should not be limited by  
type, but must align with the established goals. The Council also directed  
staff to prioritize applications demonstrating that awarded funds would be  
fully expended in 2026.  
Jefferson Street Undergrounding Project Update  
7.B.  
Jessica Lowe, Deputy Public Works Director, joined by Tamon Norimoto  
and Justina Louie from PG&E, provided the report.  
Mayor Sedgley called for public comment; there were no requests to  
speak.  
Discussion was brought back to Council. Individual members provided  
comments and staff and PG&E representatives responded to questions.  
Following discussion, Council directed staff to proceed with reducing the  
project scope and to prioritize the North segment.  
8. COMMENTS BY COUNCIL OR CITY MANAGER:  
Councilmember Painter congratulated and thanked all those involved in the  
completion and release of the Urban Forestry Master Plan.  
Councilmember Narvaez shared that he was honored to be selected as a  
guest of Congressman Thompson to attend the State of the Union address  
in Washington, D.C., and stated that he was proud to represent the Napa  
community at the event.  
Mayor Sedgley inquired whether the Council would support adding a “Pet  
of the Week” item to future meeting agendas to help promote adoptable  
animals from the Napa County Animal Shelter. The Council expressed its  
support for the request.

The meeting recessed to Closed Session at 4:46 P.M.
