Vernor, Executive Director of the Napa County Bicycle Coalition, accepted  
the proclamation and provided remarks.  
Child Abuse Prevention Month  
Mayor Sedgley and members of Council read the proclamation. Jeni  
Olsen, Executive Director, Cope Family Center, accepted the proclamation  
and provided remarks.  
The Week of the Young Child  
Mayor Sedgley and members of Council read the proclamation. Ashley  
Walker, Executive Director, First 5 Napa County, accepted the  
proclamation and provided remarks.  
5. PUBLIC COMMENT ON NON-AGENDA ITEMS:  
Jim McNamara - expressed appreciation for the proclamations presented  
earlier in the meeting and also raised concerns regarding neighborhood  
parking constraints. He suggested utilizing Measure G funds for additional  
signage to address parking restrictions, including prohibitions on parking  
in driveways, on corners, near fire hydrants, on lawns, and for detached  
trailers.

Bike Month Napa County - May 2026  
Adopted Resolution R2026-041 authorizing the Public Works Director to approve a  
donation of $1,000 to Napa County Bicycle Coalition in support of Bike Month in  
Napa County for May 2026.

Acceptance of Homeless, Housing Assistance and Prevention Grant

Approved and authorized the City Manager to: (1) execute all documents  
necessary to accept a grant from the State of California Business, Consumer  
Services and Housing Agency for the Homeless, Housing Assistance and  
Prevention Program Round 6 in the amount of $504,543.41; and (2) approve the  
increase of revenue and expenditures budgets by $504,543.41 in the  
Non-Recurring General Fund, as documented in Budget Adjustment 7P10.  
2026 BottleRock Music Festival Services Agreement

Approved and authorized the City Manager to execute a Services Agreement  
with Live Nation Worldwide, Inc., DBA Latitude 38 Entertainment to provide City  
of Napa personnel to perform general law enforcement, security, and emergency  
medical services at the Napa Expo during the 2026 BottleRock Music Festival on  
May 22nd -24th, 2026 and for the City to receive $500,000 in compensation.  
Temporary Use Permits-BottleRock Adjacent Activities  
Authorized the Community Resources and Development Director to process  
Temporary Use Permits, as already authorized under Napa Municipal Code  
Section 17.52.490(N) and Chapter 17.58, for the period of May 22, 2026 to May 25,  
2026, for events or activities the in Oxbow District and Downtown Commercial  
Core to coincide with BottleRock.

Emergency Declaration for 36-inch Asbestos Cement Water Transmission  
Main Replacement  
Determined there was a need to continue the emergency action to execute and  
implement contracts for construction to replace up to 8,200 linear feet of 36-inch  
asbestos cement water transmission main.  
Grant of Easement Deed to Pacific Gas and Electric Company over a  
Portion of APN 041-030-040  
Adopted Resolution R2026-042: (1) approving and authorizing the grant of an  
Easement Deed to Pacific Gas and Electric Company (PG&E) for underground  
utility facilities over a portion of City-owned property identified as Assessor  
Parcel Number 041-030-040; and (2) determining that the actions authorized by  
this resolution are exempt from CEQA pursuant to CEQA Guidelines Section  
15301.

4Leaf Agreement for Building On-Call Services  
6.I.  
Approved and authorized the City Manager to execute on behalf of the City an  
agreement with 4Leaf Inc., in the amount of $250,000, to provide on-call Building  
Division inspection, plan check, permit tech, and senior building official services.  
7. COMMENTS BY COUNCIL OR CITY MANAGER:  
Counclmember Luros reminded folks that Saturday April 25th was Earth  
Day Community Cleanup from 9:00 AM - 12:00 PM and shared she would  
be the site contact at the Oxbow.  
Councilmember Narvaez shared he attended a lowrider event last  
weekend that was held at Mothers Tacos. He noted it was a fun and safe  
gathering with strong attendance from families and children.  
8. CLOSED SESSION:  
Interim City Attorney Diaz announced the closed session items.  
He also shared there was a report out from a prior closed session and  
noted for the record that on February 17, 2026 the City Council, in closed  
session, with Councilmember Luros absent, approved a settlement with a  
former City employee regarding various employment allegations. The total  
settlement amount was $290,000 with $160,000 to the employee and  
$129,000 to the employee's attorney. The City resolved the dispute to  
avoid litigation in which it could have spent more than the approved  
settlement amount.

Donna Lee, Zach Curren and Jesse Lad.

Service Employees International Union (SEIU) LOCAL 1021 and Napa City  
Firefighters Association (NCFA) – IAFF, Local 3124.

CONFERENCE WITH LEGAL COUNSEL – INITIATION OF LITIGATION  
Pursuant to Government Code Section 54956.9(d)(4)  
1 Potential Matter Regarding New Opioid Class Action Settlement with Six  
Remnant Defendants: Associated Pharmacies, Inc.; J M Smith  
Corporation; Louisiana Wholesale Drug Company, Inc.; Morris and  
Dickson Co.; North Carolina Mutual Wholesale Drug Company, Inc.; and  
United Natural Foods, Inc.  
There were no requests from the public to comment on closed session  
items.  
The meeting recessed to Closed Session at 3:58 P.M.  
The meeting adjourned at 4:33 P.M. There was no reportable action.

The next regularly scheduled meeting for the City Council of the City of Napa is May 5,  
2026.
