Public Works Director Lucido provided the staff report.  
Assistant City Manager Habkirk called for public comment. There were no  
requests to speak.  
Discussion was turned over to Committee Members. Members provided  
considerations and posed questions.  
Public Works Director Lucido confirmed that at the next meeting she would  
return with an item to formally adopt the bylaws.

Appointment of Committee Chair and Vice Chair

Assistant City Manager Habkirk introduced the item and called for public  
comment. There were no requests to speak.  
A motion was made by Committee Member Horne, seconded by Committee  
Member Barge to appoint Committee Member Techel as Chair and Committee  
Member Horne as Vice Chair. The motion carried by the following vote:
