Solano Avenue Rehabilitation Project  
Adopt a resolution: (1) Authorizing the Public Works Director to  
reimburse Napa County, through C2022-121 Cooperative Agreement for  
Mutual Public Works Assistance, for the City's share of costs related to  
the Solano Avenue Rehabilitation Project from Orchard Avenue to Luke  
Drive in an amount not to exceed $600,000; and (2) authorizing the  
Public Works Director to rescind participation in the project should bids  
be unfavorable; and (3) authorizing the Public Works Director to approve  
change orders and charges for project services up to a total project  
amount not to exceed $600,000; and (4) determining that the actions  
authorized by this resolution are exempt from CEQA.

Emergency Declaration for 36-inch Asbestos Cement Water  
Transmission Main Replacement  
Determine there is a need to continue the emergency action to execute  
and implement contracts for construction to replace up to 8,200 linear  
feet of 36-inch asbestos cement water transmission main.

Sale of State Water Project Carryover Water  
Authorize the Utilities Director to execute the sale of State Water Project  
Article 56 (c) water (carryover water) to San Gorgonio Pass Water  
Agency for a total sale of up to 3,000 acre feet (AF) and determine that  
this action is exempt from CEQA.

Park Playground and Amenity Improvement Project - Phase  
II  
Adopt a resolution: (1) approving and authorizing the Parks and  
Recreation Services Director to execute an agreement with Ross  
Recreation, for the Park Playground and Amenity Improvement Project in  
an amount not to exceed $1,595,868; (2) determining that the exception  
for procurement via existing contracts of other public agencies in Napa  
Municipal Code Section 2.91.060 and that the exception for specialty  
items in Napa Municipal Code 2.91.050 applies to the agreement; and (3)  
determining that the actions authorized by this resolution are exempt  
from CEQA.

Street Pavement Artwork Project (33PA23PR03) in an amount not to  
exceed $379,152;  
(2) authorizing the Parks and Recreation Services Director to execute  
change orders not to exceed $37,915 as contingency to address  
unforeseen conditions that may be discovered during construction;  
(3) determining that the exception for specialty items in Napa Municipal  
Code 2.91.050 applies to the agreement;  
(4) amending the FY2025/26 & 2026/27 Capital Improvement Project  
Plan as documented in Council Budget Amendment No. 79P09; and  
(5) determining that the actions authorized by this resolution are exempt

and on the local cable channel, occasional technical difficulties may occur that prevent the meeting from being viewed live.

Live Public Comment:  
During each regular meeting, the public may directly address the City Council on any matter within the Council’s subject  
matter jurisdiction, including any matter that is not on the agenda. If the subject of the comments is not covered under an  
item on the meeting agenda, the Brown Act strictly limits the City’s ability to respond.  
Speakers are requested to submit a speaker card prior to the item being called in order to assist with the efficient and  
orderly conduct of the meeting. A speaker card is not required, provided the speaker makes a clear and timely request to  
address the Council. Information on speaker cards is subject to public disclosure under the California Public Records Act.  
For each item, speaking time is up to three minutes per person, unless otherwise specified for hearings and appeals, or  
at the discretion of the Mayor or City Council to address special circumstances. The Mayor may modify (increase or  
decrease) any time requirements for any speaker or change the order of the items on the agenda, in accordance with  
Council’s Rules of Order and Procedures (R2016 6) to facilitate the efficient and fair conduct of the meeting.  
Providing Written Comment*:  
Members of the public may submit written comments to the City Council before or during the meeting. All supplemental
