Luis Ambriz, from the Napa County Animal Shelter, presented Turbo, the

Mayor Sedgley and members of Council read the proclamation and  
recognized Kara Vernor from the Napa County Bicycle Coalition, Frances  
Knapczyk from the Napa County Resource Conservation District, and  
Linda Brown from Napa Climate Now! who were all in attendance.  
Deborah Elliott, the City's Climate Action Management Analyst, accepted  
the proclamation and provided remarks.

Mayor Sedgley and members of Council read the proclamation. Cathy  
Gillis and María Villagómez of the Napa County Hispanic Network  
accepted the proclamation and provided brief remarks.  
5. PUBLIC COMMENT ON NON-AGENDA ITEMS:  
Dalton Piercey - shared his plan for a community event called Crushfest.  
Jim McNamara - shared that he viewed the State of the City the evening  
prior, provided comments regarding public engagement and climate  
action, and shared concerns over the condition of his neighborhood.  
Jim Hinton - provided a health update of his father. Shared an incident he  
saw that took place on March 7th in which a group of people with cameras  
were disrupting members of the public to instigate fights. Questioned why  
were no arrests made for disturbing the peace.

(2) authorizing the Public Works Director to execute and process all documents  
necessary to implement the grant to develop a Complete Streets Improvement  
Plan for Redwood Road and Solano Avenue.

Approved and authorized the Public Works Director to negotiate and execute on  
behalf of the City an agreement with WMH Corporation for task order-based  
on-call engineering and multidisciplinary professional services in an amount not  
to exceed $1,000,000.  
Solano Avenue Rehabilitation Project  
6.I.  
Adopted Resolution R2026-029: (1) Authorizing the Public Works Director to  
reimburse Napa County, through C2022-121 Cooperative Agreement for Mutual  
Public Works Assistance, for the City’s share of costs related to the Solano  
Avenue Rehabilitation Project from Orchard Avenue to Luke Drive in an amount  
not to exceed $600,000; and (2) authorizing the Public Works Director to rescind  
participation in the project should bids be unfavorable; and (3) authorizing the  
Public Works Director to approve change orders and charges for project services  
up to a total project amount not to exceed $600,000; and (4) determining that the  
actions authorized by this resolution are exempt from CEQA.

Emergency Declaration for 36-inch Asbestos Cement Water Transmission  
Main Replacement  
Determined there was a need to continue the emergency action to execute and  
implement contracts for construction to replace up to 8,200 linear feet of 36-inch  
asbestos cement water transmission main.  
Sale of State Water Project Carryover Water

Authorized the Utilities Director to execute the sale of State Water Project Article  
56 (c) water (carryover water) to San Gorgonio Pass Water Agency for a total sale  
of up to 3,000 acre feet (AF) and determine that this action is exempt from CEQA.  
Park Playground and Amenity Improvement Project - Phase II  
Adopted Resolution R2026-030: (1) approving and authorizing the Parks and  
Recreation Services Director to execute an agreement with Ross Recreation, for  
the Park Playground and Amenity Improvement Project in an amount not to  
exceed $1,595,868; (2) determining that the exception for procurement via  
existing contracts of other public agencies in Napa Municipal Code Section  
2.91.060 and that the exception for specialty items in Napa Municipal Code  
2.91.050 applies to the agreement; and (3) determining that the actions  
authorized by this resolution are exempt from CEQA.

Adopted Resolution R2026-033 authorizing the City Manager or their designee to  
submit an application to the State of California Department of Housing and  
Community Development Prohousing Incentive Program and approve and  
authorize the City Manager or their designee to execute an agreement, or any  
other documents necessary, for the receipt of Prohousing Incentive Program  
funds.

DeNatale, to accept the 2025 Housing Element Annual Progress Report (“APR”)  
and authorize Staff to file the report with the California Department of Housing  
and Community Development (HCD) and the Governor’s Office of Land Use and  
Climate Innovation (LCI), formerly known as the Office of Planning and Research  
(OPR). The motion carried by the following vote:

Jim Hinton - provided comments regarding potential increases to building  
and permit fees as well as a proposed 1/2 cent sales tax from Napa  
County. Suggested looking at better government efficiency and posed  
questions regarding the Economic Development division staff salaries and  
responsibilities.  
Maggie Whitt - provided comments in support of the City Council adopting  
a Sanctuary City ordinance and cancelling any agreement with Flock.  
Casey Robidoux - provided comments in support of the City Council  
adopting a Sanctuary City ordinance and cancelling any agreement with  
Flock.  
Danielle Cuddy - provided comments in support of the City Council  
adopting a Sanctuary City ordinance and cancelling any agreement with  
Flock.  
Max Bernstein - provided comments in support of the City Council adopting

2nd Street Pavement Artwork  
13.A.  
Sarah Winski, Public Art Coordinator, joined by Artist Danielle Davis, who  
attended virtually, provided the report.  
Mayor Sedgley called for public comment.  
Jim Hinton - provided complimentary comments on the design.  
Discussion was brought back to Council. Individual comments and  
questions ensued.  
A motion was made by Councilmember Painter, seconded by Councilmember  
Narvaez, to adopt Resolution R2026-035:  
(1) Approving and authorizing the Parks and Recreation Services Director to  
execute a contract with Asphalt Impressions, Inc. for the 2nd Street Pavement  
Artwork Project (33PA23PR03) in an amount not to exceed $379,152;  
(2) authorizing the Parks and Recreation Services Director to execute change  
orders not to exceed $37,915 as contingency to address unforeseen conditions  
that may be discovered during construction;  
(3) determining that the exception for specialty items in Napa Municipal Code  
2.91.050 applies to the agreement;  
(4) amending the FY2025/26 & 2026/27 Capital Improvement Project Plan as  
documented in Council Budget Amendment No. 79P09; and  
(5) determining that the actions authorized by this resolution are exempt from  
CEQA. The motion carried by the following vote:

Community Resources and Development Director Molly Rattigan provided  
the report.  
Scott Wagner, Director of Housing and Services for Abode Services’  
Northern Region, and Ashley Jacobsen, Associate Director at Abode,  
thanked Council for the program's support and shared comments of the  
program's success and thanked additional staff and community members  
for their contributions.

Urban Forestry Management Plan Overview  
13.C.  
Park and Urban Forestry Manager Jeff Gittings provided the report.  
Mayor Sedgley called for public comment.  
Linda Brown, Napa Climate Now! - applauded the plan and posed  
questions regarding periodic updates due to environmental changes and  
future plans related to community outreach and education. She also  
reinforced the need to protect and maintain mature trees.  
Rita - Posed questions and provided comments regarding native trees.  
Mayor Sedgley asked Mr. Gittings to address questions posed during  
public comment regarding native trees.  
Discussion was turned over to Council. Individual comments and questions  
ensued.  
14. REPORT ACTION TAKEN IN CLOSED SESSION:  
Interim City Attorney Diaz reported that the City Council met in closed  
session earlier to consider one item on existing litigation involving the  
Napa County Flood Control District and reported that City Council  
unanimously approved and authorized staff to execute a stipulation in the  
litigation preserving (1) the City’s right to an existing landscape  
maintenance agreement, and (2) the City’s existing pedestrian easement  
that would be regranted to the City by the Flood Control District once the  
project was complete. The stipulation itself would be available once filed  
with the court.  
15. COMMENTS BY COUNCIL OR CITY MANAGER:  
City Manager Potter thanked City Council, City staff, Jeri Hansen, Napa  
Chamber of Commerce President and Alonso Corona, Napa Hispanic  
Chamber of Commerce President participating and putting on the Special  
State of the City Meeting that was held the evening prior. He also thanked  
members of the public for attending.  
Councilmember Painter reminded folks of the 4th Annual Napa Climate  
Summit on March 26th from 3:00 PM -5:00 PM at the Napa Valley College.  
Councilmember Narvaez wished Mayor Sedgley a happy birthday.
