2. AGENDA REVIEW AND SUPPLEMENTAL REPORTS:  
City Clerk Carranza shared that Item 8.A., Conference with Legal Counsel -  
Existing Litigation, would not be heard that afternoon and would come back  
at a future date. She also announced the following supplemental  
documents:  
Item 3.B. - additional certificate of recognition for Robert Stevenson.  
Item 6.A. - PowerPoint Presentation from City Staff.  
(Copies of all supplemental documents are on file in the City Clerk's  
department)  
3. SPECIAL PRESENTATIONS:  
Proclamation for Red Cross Month  
3.A.  
Mayor Sedgley and Councilmembers read the proclamation. Jim Jett, local  
Red Cross Chapter Volunteer, accepted the proclamation and provided  
remarks.  
3.B.  
Certificate of Recognition Honoring Kristofer Chun and the Napa Marine  
Corps League  
Mayor Sedgley and Councilmembers presented Certificates of  
Recognition to Kristofer Chun and Robert Stevenson, of the Napa Marine  
Corps League. Both recipients provided remarks.  
4. PUBLIC COMMENT:  
Linda St. Claire - provided comments regarding traffic calming.  
John Cooledge - provided comments regarding traffic calming.  
Chris Benz, Napa Climate NOW! - provided an update on the City of  
Napa's leaf blower rebate program and encouraged promotion of the  
program. She also invited Council and members of the public to attend two  
upcoming in-store informational events as well as the 3rd annual Napa  
Climate Summit and Job Fair.  
Michele Grupe, Director of Community Leaders Coalition - provided  
comments asking for Council to make a statement of support to the local  
immigrant and LGBTQ communities and to partner with the coalition.  
Harold Leggett - shared concerns regarding Bottlerock's noise level.  
Suggested the event be relocated to Kennedy Park.  
Mayor Sedgley provided brief comments in response to public comment.  
Council supported a request to work with City staff to assist in promoting  
the leaf blower rebate program. Members also supported a request to  
come back to a future meeting with a statement of support.  
5. CONSENT CALENDAR:  
Approval of the Consent Agenda  
A motion was made by Councilmember Narvaez, seconded by Councilmember  
DeNatale, to approve the Consent Agenda with item 5.B. pulled for public  
comment. The motion carried by the following vote:

Approved the minutes from the February 18, 2025 Regular Meeting of the City  
Council.  
Amended 2025 City Holiday Calendar  
5.B.  
This items was pulled off of the Consent Agenda for public comment.  
Monica Lopez, on behalf of NCEA Union - urged Council to adopt the  
holiday as a paid for all employee groups, to include NCEA members.  
Harold Leggett - provided comments questioning how some taxpayers  
could view the addition of a holiday following the recent tax increase.  
A motion was made by Councilmember Painter, seconded by Councilmember  
Narvaez, to adopt Resolution R2025-016 establishing the amended 2025 Calendar  
for Regular and Special City Council Meetings and City Holidays by approving  
the addition of Juneteenth (June 19, 2025) as a recognized City Holiday. The  
motion carried by the following vote:

Department  
Adopted Resolution R2025-016 amending the City Classification Plan by

Emergency Repair of Browns Valley Creek at Tall Grass Drive Bridge

Determined there was a need to continue the emergency action to execute and  
implement a contract for the design, permitting, and construction to stabilize the  
creek bank and adjacent roadway for Browns Valley Creek at Tall Grass Drive,  
and determined that the actions authorized by this item are exempt from CEQA.  
Emergency Declaration for 36-inch Asbestos Cement Water Transmission  
Main Replacement  
Adopted Resolution R2025-018 (1) determining there is a need to continue the  
emergency action to execute and implement contracts for the construction to  
replace up to 11,000 linear feet of 36-inch asbestos cement transmission main; (2)  
approving a transfer in the amount of $6,000,000 from water CIP reserve fund  
balance account 531-35102 to CIP project account 53160139-63WT25UTER as  
documented in Council budget amendment No. 05P09; and (3) determining that  
the actions authorized by this resolution are exempt from CEQA.

Capital Improvement Program - Update for Fiscal Year 2024/2025

Grant Agreement with the Law Enforcement Specialized Units (LESU)  
Program for Survivors of Domestic Violence Services  
Adopted Resolution R2025-020 (1) accepting the Cal OES Law Enforcement  
Specialized Units (LESU) Program Grant Agreement in the amount of $270,856  
and authorizing Detective William Hernandez, on behalf of the City Manager and  
Chief of Police to execute the grant agreement on behalf of the City; (2)  
approving and authorizing revenue and expenditure budget increases of  
$203,142 in the Police Department’s Grants Special Revenue Fund with a local  
match from the City of Napa of $67,714 from the Police Department’s General  
Fund for the Cal OES Grant Program for calendar year 2025; (3) approving and  
authorizing the Chief of Police to execute an agreement funded by the LESU  
Grant in the amount not to exceed $73,121 with Nurturing Empowerment Worth  
Safety (NEWS) to support Domestic Violence Counselor Services and Training;  
and (4) approving and authorizing the Chief of Police to execute a MOU with the  
Napa County District Attorney’s Office Victim Services and Nurturing  
Empowerment Worth Safety (NEWS) acknowledging collaborative efforts to  
support domestic violence victims and their children.

Fifth Amendment to City-County MOU for Napa County use of City’s  
Materials Diversion Facility  
Approved and authorized the Utilities Director to execute Amendment No. 5 to  
the Memorandum of Understanding (City Agreement No. 8782, County Agreement  
No. 6430) for continued Napa County use of the City’s Materials Diversion Facility  
(MDF) through December 31, 2030, with an option for five mutually agreed  
one-year extensions.  
Abatement Services Agreement  
5.I.  
Approved and authorized the City Manager to execute an agreement with  
Sharjo, a limited liability company doing business as ServiceMaster Restoration  
for an amount not to exceed $300,000 for the clean-up and abatement of  
homeless encampments, and other associated debris removal within the City of  
Napa; and determine that this action is exempt from CEQA.  
6. ADMINISTRATIVE REPORTS:  
Streets Paving Program, Budget Adjustment FY25  
Public Works Director Julie Lucido provided the report.  
6.A.  
Mayor Sedgley called for public comment.  
Maureen Trippe, Co-founder Slow Down Napa - posed questions as how  
the proposed paving would fit into programs already in place. Hoped that  
traffic calming would be integrated.  
PW Director responded to the public comment.  
Harold Leggett - asked for brief description of what traffic calming was.  
Mayor Sedgley responded.  
Discussion was turned over to Council. Individual comments and questions  
ensued.  
A motion was made by Vice Mayor Luros, seconded by Councilmember Narvaez,  
to: 1. Adopt Resolution R2025-021 (1) authorizing the Public Works Director to  
conduct in-house paving operations on behalf of the City, and (2) determining  
that the actions authorized by this resolution are exempt from CEQA; and  
2. Adopt Resolution R2025-022 approving an Amendment to the RMRA and Gas  
Tax Funds and thereby increasing the current expenditure budget of the Streets  
Resurfacing Program by $1,200,000, as documented in Budget Adjustment No.  
2P09. The motion carried by the following vote:

Discuss Harvest Middle School Site Acquisition Process  
Assistant City Manager Liz Habkirk provided the report.

Carol Barge - provided comments in support of the City purchasing the  
site.  
Chuck Shinnamon - provided comments in support of the City purchasing  
the site.  
Nancy Lafortune - provided comments in support of the City purchasing the  
site.  
Unidentified speaker - provided comments in support of the City  
purchasing the site.  
Harold Leggett - provided comments in support of the City purchasing the  
site.  
Discussion was brought back to council. Mayor and members of Council  
shared their unanimous support in moving forward to take the next steps to  
enter negotiations with the Napa Valley Unified School District to acquire  
the Harvest Middle School site for future uses consistent with Council  
Focus Areas.  
7. COMMENTS BY COUNCIL OR CITY MANAGER:  
Councilmember Narvaez provided additional comments in regard to the  
Certificates of Recognition that were presented earlier in the meeting. He  
applauded the volunteers for their dedicated work to ensure families were  
provided for during the holidays, and he encouraged residents to thank  
Napa Marine Corps League members as well when the see them in the  
community.
