Services Provided to the County of Napa.  
Approve and authorize the City Manager on behalf of the City, to  
execute Amendment No. 10 to Agreement No. C2013-363 in the  
amount of $2,687,915, increasing the agreement in an amount not to  
exceed of $29,695,303; and extending the service term to July 1,  
2026 - June 30, 2027 for Public Safety Dispatching Services between  
the City of Napa and the County of Napa.

Software Renewal  
Approve and authorize the City Manager to execute on behalf of the  
City, Amendment No. 1 to Agreement No.C2020-152 with Mark43 for  
the software renewal of the Napa Police Department's law

enforcement records management system for an additional 3-year  
term from June 29, 2026-June 28,2029, in the increased amount of  
$280,128 for a total contract amount not to exceed $1,854,528.

Award  
Adopt a resolution: (1) authorizing the Public Works Director to  
award a construction contract to, and execute a construction contract  
with, Ghilotti Construction Company, Inc., for the Browns Valley  
Road (Robinson Lane to Laurel Street) & Laurel Street (First Street  
to Griggs Lane) Paving Project (33ST20PW10) in the bid amount of  
$1,847,191.38; (2) authorizing the Public Works Director to approve  
change orders and charges for project services up to $450,719 for a  
total contract amount not to exceed $2,297,910.38; (3) amending the  
Fiscal Year 2025/26 Five-Year Capital Improvement Plan as  
documented in Council Budget Amendment No. 3P11; and (4)  
determining that the actions authorized by this resolution are exempt  
from CEQA.

(1) Adopt a resolution to order the City Engineer to prepare and file  
the Preliminary Engineer's Report describing the improvements to be  
maintained by the Citywide Landscape Maintenance Assessment  
District for Fiscal Year 2026/27, and determining that the actions  
authorized by this resolution are exempt from CEQA.

(2) Adopt a resolution of intention to approve the Preliminary  
Engineer's Report, levy and collect assessments, and give notice of  
a Public Hearing to consider approval of the Citywide Landscape  
Maintenance Assessment District for Fiscal Year 2026/27, and

from CEQA.

(1) Approve and authorize the Public Works Director to execute an  
agreement with Sweeping Corporation of America for street  
sweeping services in an amount not to exceed $750,000 in Fiscal  
Year 2026/27, $775,000 in Fiscal Year 2027/28, and $800,000 in  
Fiscal Year 2028/29; and (2) determine that the actions authorized by  
this item are exempt from CEQA.

authorized by this resolution are exempt from CEQA.

Adopt a resolution: (1) approving and authorizing the Utilities Director  
to execute, on behalf of the City, Amendment No.1 to Agreement No.  
C2024-781 with Advanced Integration & Controls, Inc. (AIC), for  
On-Call Control System Integrator Services in the increased amount  
of $1,100,000 for a total contract amount not to exceed $1,700,000;  
(2) determining that the exception for specialty items in Napa  
Municipal Code 2.91.050 applies to the Amendment; and (3)  
determining that the actions authorized by this resolution are exempt  
from CEQA.

Adopt a resolution 1) authorizing the Public Works Director to  
execute a Project Improvement Agreement with Pacific Hotel Oxbow,

R2024-031; and 3) determine that the actions authorized by this

justified based on an Engineering and Traffic Survey for identified  
City streets and roadway segments and determining that the actions

During each regular meeting, the public may directly address the City Council on any matter within the Council’s subject  
matter jurisdiction, including any matter that is not on the agenda. If the subject of the comments is not covered under an

Speakers are requested to submit a speaker card prior to the item being called in order to assist with the efficient and orderly  
conduct of the meeting. A speaker card is not required, provided the speaker makes a clear and timely request to address

For each item, speaking time is up to three minutes per person, unless otherwise specified for hearings and appeals, or at  
the discretion of the Mayor or City Council to address special circumstances. The Mayor may modify (increase or decrease)  
any time requirements for any speaker or change the order of the items on the agenda, in accordance with Council’s Rules  
of Order and Procedures (R2016 6) to facilitate the efficient and fair conduct of the meeting.

Members of the public may submit written comments to the City Council before or during the meeting. All supplemental
