4. PUBLIC COMMENT ON NON-AGENDA ITEMS:  
Bob Figoni - provided comments in support of a Reusable Foodware  
Ordinance and asked that Council prioritize such ordinance in 2026.  
Chris Benz - provided additional comments in support of a Reusable  
Foodware Ordinance.  
Maureen Trippe - suggested the expansion of the historic sign program to  
include the Abajo Napa - Fuller Park Neighborhood. Asked City Council  
to ask the Cultural Heritage Commission to put an item on a future agenda  
for research.  
Christine Madrid French, Executive Director of Napa County Landmarks -  
provided additional comments in support for the expansion of the historic  
signage program into the Abajo Napa - Fuller Park Neighborhood.

implement a contract for the design, permitting, and construction to stabilize the  
creek bank and adjacent roadway for Browns Valley Creek at Tall Grass Drive,  
and determined that the actions authorized by this item were exempt from CEQA  
Emergency Declaration for 36-inch Asbestos Cement Water Transmission  
Main Replacement  
Determined there was a need to continue the emergency action to execute and  
implement contracts for the construction to replace up to 8,200 linear feet of  
36-inch asbestos cement water transmission main.  
On-Call Engineering and Multidisciplinary Professional Services  
Approved and authorized the Public Works Director to negotiate and execute on  
behalf of the City agreements with three engineering consulting firms: (1) GHD,  
Inc.; (2) Harris & Associates; and (3) Sonoma RSA, Inc. for task-order based  
on-call engineering and multidisciplinary professional services in an amount not  
to exceed $1,000,000 each.

Amendment No. 2 to Goserco Agreement for Dispatch Recording System  
Approved and authorized the Chief of Police to execute on behalf of the City  
Amendment #2 to Agreement No. C2019 113 with Goserco, Inc. for Public Safety  
Dispatch 24-hour Communications Recorder System support for an additional  
three (3) years, in the increased amount of $41,334.97 for a total contract amount  
not to exceed $216,334.97.

Law Enforcement Specialized Units (LESU) Program Grant

Adopted Resolution R2025-116 (1) accepting the California Office of Emergency  
Services (Cal OES) Law Enforcement Specialized Units (LESU) Program Grant for  
calendar years 2026, 2027, & 2028 in the annual amount of $270,856 and  
authorizing the Chief of Police to execute the grant agreement on behalf of the  
City to fund services provided to survivors of domestic violence and their  
children; (2) approving and authorizing revenue and expenditure budget  
increases of $203,142 in the Police Department’s Special Revenue Grants Fund  
with a local match from the City of $67,714 from the Police Department’s General  
Fund for the Cal OES LESU Grant Program for calendar years 2026, 2027, & 2028.

Mayor Sedgley announced the consent hearings. There were no requests  
to speak; the hearings were opened and closed without comment.  
Before action was taken on the consent hearings, Mayor Sedgley offered  
comments on the Mills Act agreements and posed questions about the  
possibility of expanding efforts to other historical neighborhoods.  
A motion was made by Councilmember Painter, seconded by Vice Mayor Luros,

7. COMMENTS BY COUNCIL OR CITY MANAGER:  
In response to public comment and earlier remarks from Mayor Sedgley,  
Councilmember Painter suggested there may be an opportunity for the  
Cultural Heritage Commission to take on more comprehensive work  
related to the Abajo Neighborhood signage program and the historic  
resource inventory, and noted that those efforts align with the General Plan  
policy work. She also suggested that the Council consider discussing  
these topics further at the January workshop meeting.  
Vice Mayor Luros asked for Council’s support in requesting that the City  
Manager explore whether the City could assist with issues related to SNAP  
and CalFresh cuts. She acknowledged the efforts of the County and local  
nonprofits in helping to bridge the gap and expressed interest in identifying  
ways the City could contribute. The Council supported her request, and the  
City Manager confirmed that an item would return for discussion at the next  
meeting.  
Councilmember DeNatale acknowledged City staff for holding the Open  
House that was held on November 22nd. He shared it was a fun,  
interactive, event and a great opportunity for community members to learn  
what the City did.  
Councilmember Narvaez acknowledged City staff for hosting the Dia de los  
Muertos event on November 1st. He also announced that The Marine  
Corps would be celebrating 250 years this year and also invited members  
of the public to attend the Veteran's Day Service at Veteran's Memorial  
Park at 11:00 A.M. on November 11th.  
Mayor Sedgley shared there would be a ribbon cutting held for the opening  
of the Alston Park restrooms on Thursday November 6th at 10:00 A.M.

The next regularly scheduled meeting for the City Council of the City of Napa is  
November 18, 2025.
