Chemical Supplies for Potable Water Treatment Plant  
Facilities  
(1) Determine that the proposed contract with Univar Solutions USA  
LLC, for the purchase of chemical supplies for potable water  
treatment plant facilities meet the requirements for procurement of  
supplies via existing contracts with another public agency (North Bay  
Chemical Agency Pool), as set forth in Napa Municipal Code Section  
2.91.060; and (2) Approve and authorize the Utilities Director to  
negotiate and execute a contract in an amount not to exceed  
$500,000; for the purchase of chemicals for use at the three City of  
Napa potable water treatment facilities; and 3) Determine this action  
is exempt from CEQA.

Amendment to Agreement for Revenue and Audit Consulting  
Services with Hinderliter, de Llamas and Associates (HdL)  
Approve and authorize the City Manager to execute on behalf of the  
City Amendment No. 5 to Agreement C2020-091 with Hinderliter de  
Llamas & Associates (HdL) for Revenue and Audit Consulting  
Services, in the increased amount of up to $500,000 for a total  
contract amount not to exceed $2,850,000 and extending the  
agreement for an additional year to June 30, 2027.

Abatement Services Agreement Amendment  
Approve and authorize the City Manager to execute Amendment No.  
1 to Agreement No. C2025-838 with Sharjo, a limited liability  
company doing business as ServiceMaster Restoration increasing  
the amount by $300,000 for a total of $600,000 for clean-up and  
abatement of homeless encampments within the City of Napa; and  
determine that this action is exempt from CEQA.

Adopt a resolution approving the Community Development Block  
Grant (CDBG) Fiscal Year 2026-2027 Annual Action Plan and  
program budget, approving program certifications, and authorizing

Approve and authorize the City Manager to execute an agreement  
with Abode Services for an amount not to exceed $525,828 for the  
term July 1, 2026 to June 30, 2027 for the provision of homeless

and Community Development Block Grant Loan Reservation  
for 515 Silverado Trail.  
1) Adopt a resolution approving and authorizing an extension and  
modification of the reservation of Affordable Housing Impact Fee  
funds in the amount of $2,000,000 for 515 Silverado Trail, a  
permanent supportive housing project which includes 40 units of new  
construction multifamily housing, located at 515 Silverado Trail; and  
2) Adopt a resolution approving and authorizing a reservation of  
Community Development Block Grant funds in the amount of  
$868,421 for 515 Silverado Trail, a permanent supportive housing  
project which includes 40 units of new construction multifamily  
housing, located at 515 Silverado Trail.

Emergency Declaration for 36-inch Asbestos Cement Water  
Transmission Main Replacement  
Adopt a resolution determining: (1) there is no longer a need to  
continue emergency actions to execute and implement contracts for  
construction to replace up to 8,200 linear feet of 36-inch asbestos  
cement water transmission main, (2) the authorization to perform  
emergency work is terminated, and (3) the actions authorized by this  
resolution are exempt from CEQA.

Hidden Glen Remediation Project  
Adopt a resolution: (1) authorizing the Utilities Director to award and  
execute a construction contract with, Innovative Construction  
Solutions, for the Hidden Glen Remediation Project in the bid  
amount of $557,896; and (2) authorizing the Utilities Director to  
approve change orders and charges for project services up to  
$282,684 for a total contract amount not to exceed $840,580; and (3)  
authorizing the Utilities Director to execute Amendment No. 3 to  
Agreement No. C2022-285 with Ninyo & Moore Geotechnical &  
Environmental Sciences Consultants for environmental monitoring  
and geotechnical services during construction in an amount not to  
exceed $140,000 for a total contract amount not to exceed $340,000;  
and (4) amending the Project budget as documented in Council  
Budget Amendment No.12P096; and (5) determining that the actions  
authorized by this resolution were adequately analyzed by a previous  
CEQA action.

including retaining walls over three feet in height, a shared access  
driveway, and one (1) parcel containing the Site's shared bioretention  
facility, and a Use Permit for the creation of two (2) flag lots and the  
application of Small Lot Development Standards for the property  
located at 808 Capitola Drive and determining that the Project is  
exempt from the California Environmental Quality Act (CEQA).
