Adopt a resolution establishing the amended 2025 Calendar for Regular and Special City Council Meetings and City Holidays by approving the addition of Juneteenth (June 19, 2025) as a recognized City Holiday.

DISCUSSION:
On November 19, 2024 City Council adopted Resolution R2024-107 establishing the 2025 Calendar for Regular and Special City Council Meetings and City Holidays, and approving the cancellation of the regular meeting of the City Council on July 1, 2025.
Since the adoption of the Juneteenth holiday as a Federal Holiday in 2021, the City has been engaging the employee organizations in bargaining over adding it as a recognized holiday and replacing either floating holiday hours or another recognized holiday. After Council adoption of the 2025 Calendar the City completed negotiations with some of the City bargaining units adding the Juneteenth holiday as a recognized holiday. At this time, all the City bargaining units, except one, have Juneteenth as a recognized holiday, and that one recognizes it as a floating holiday in honor of Juneteenth. Therefore, City staff are recommending Council adopt this day as a recognized holiday and close City offices.
Staff has prepared a resolution for Council approval to identify the additional City Holiday in which City offices will not be open to the general public.

The City Manager has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
