Approve and authorize the City Manager to execute an agreement with Sharjo, a limited liability company doing business as ServiceMaster Restoration for an amount not to exceed $300,000 for the clean-up and abatement of homeless encampments, and other associated debris removal within the City of Napa; and determine that this action is exempt from CEQA.

DISCUSSION:
The City of Napa conducted a Request for Proposal for homeless encampment and abatement services in November 2024. A total of 14 proposals were received and were scored by a committee of staff that will work with this program. ServiceMaster Restoration was selected as the successful respondent.
This item approves and authorizes the City Manager to execute a clean-up and abatement services agreement with ServiceMaster, based on need and direction from the City. The contractor is available to the City on a weekly basis to remove debris left on public right of ways, including streets, trails, and park areas. Additionally, ServiceMaster is available on an as requested basis for larger coordinated efforts like the removing of fire hazards at encampments, removal of noticed encampments, and other larger scale debris removal. The City may use ServiceMaster on other publicly owned properties or private properties and receive reimbursement for the cost under separate agreements with those other public or private property owners.
ServiceMaster is trained in the removal and disposal of hazardous materials and requests are coordinated on a work-order basis to determine the number of days, type or crew and equipment, and needs of each project.
FINANCIAL IMPACTS:
This agreement is budgeted for $300,000 which is expected to cover the remainder of the FY 2024-25 Fiscal Year and through Fiscal Year 2025-26 (10019104)
CEQA:
The City Manager recommends that City Council determine that the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guidelines Section 15301 (maintenance and minor alterations of existing facilities).
