Adopt a resolution authorizing the Public Works Director to approve a donation of $1,000 to Napa County Bicycle Coalition in support of Bike Month in Napa County for May 2025.

DISCUSSION:
May is National Bike Month, as well as Bike Month for Napa County. Each year, the Napa County Bicycle Coalition organizes a series of events and programs to encourage infrequent riders to get out and try riding a bike. For the past six years, the City of Napa, along with other Napa County jurisdictions, supported the Bike Month activities through donations. If the donation is approved, the City would again be joining other local agencies and organizations in supporting the Napa County Bicycle Coalition in organizing activities to promote Bike Month 2025. Overall, City staff believes that this donation will serve a public purpose as the funds will go towards promoting Bike Month 2025 to get more members of our community to engage in biking which promotes physical health and reduces traffic congestion on the roads for all Napa residents.
This year for Bike Month 2025, the following events are planned to take place:
Pledge to Ride - Napa County Bicycle Coalition’s Pledge to Ride allows Napa County residents to sign up online to pledge to ride their bike on Bike to Work and School Day to be entered into prize drawings.
Bikefest - Occurring on Sunday May 4, 2025, Bikefest is a day-long family and community celebration of cycling. It offers the North Bay’s largest bike swap meet, as well as live music, food and drinks, a kid’s bike rodeo, group bike rides, contests, games, and more.
Bike to Work and School Day - Occurring on Thursday, May 15, 2025, this event encourages people to leave their car at home and ride their bike to work and school instead. Energizer Stations will be located throughout Napa County and are hosted by local volunteers, merchants, and sponsoring organizations. The Energizer Stations are stocked with snacks and other bike-themed giveaways to support and encourage those riding their bikes.
The Napa County Bicycle Coalition is a 501(c)3 nonprofit organization. Napa County Bicycle Coalition’s mission is to make it safe, convenient, and accessible to ride a bicycle anywhere in Napa County for all ages and abilities. In order to provide the above listed services and events, the Napa County Bicycle Coalition has requested support in the form of donations for Bike Month 2025.
The City of Napa Bicycle and Pedestrian Advisory Commission received an overview of the events and purpose of Bike Month 2025 at their regularly scheduled February 13, 2025, meeting. The Bicycle and Pedestrian Advisory Commission made a recommendation to Public Works Department staff to support the events of Bike Month 2025 by making a donation in the amount of $1,000 to Napa County Bicycle Coalition for the event, which is the same amount donated by the City in past years.
Supporting the events of Bike Month 2025 by making a donation in the amount of $1,000 to the Napa County Bicycle Coalition corresponds with the City’s transportation goals and policies. Goal TE-6 of the City of Napa General Plan is to support policies and programs to reduce automobile mode share, reduce automobile dependency, and encourage alternative forms of transportation. Support Policy E.3 of the City of Napa Bicycle Plan is to encourage events that introduce the public to bicycling and walking such as Bike to Work Day, Bike to School Day, Bike Fest, commute challenges, etc. This also supports the City Council focus areas of Roads and Traffic Safety and Climate Action.
FINANCIAL IMPACTS:
There are sufficient funds in the adopted FY24/25 Public Works Department Transportation Engineering Budget (10030452-53410) to allocate $1,000 as a donation to Napa County Bicycle Coalition, a 501(c)3 nonprofit organization, for support of Bike Month 2025.
CEQA:
The Public Works Director has determined that the Recommended Action described in this Staff Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
