DISCUSSION:
The recommended action would increase the change order authorization for the Browns Valley Road Water Main Installation project by $600,000, for a total change order amount up to $1,192,859. This increase would cover additional paving work identified within the project boundary. The additional investment in street paving will extend the life of the roadway and provide better service for the community.
The Browns Valley Road Water Main Installation project has replaced 5,119 linear feet of 12-inch cast iron pipeline and 6-inch asbestos cement pipeline with a new 12-inch pipeline. The project was placed out to bid on April 4, 2024, sealed bids were received on May 20, 2024 and City Council awarded the construction contract to Team Ghilotti, Inc., for $2,957,141 on June 18, 2024 and authorized the Utilities Director to approve contract change orders up to $592,859.
The contract for this project requires repaving portions of Browns Valley Road to mitigate the impacts from construction. However, this repaving covers less than half of the street and would leave transverse pavement cuts from the new laterals that connect the new water main to private properties. Street surfaces are most durable when free from trench cuts, cracks, or other surface damage. Weaker areas, such as joints between existing pavement and new paving, deteriorate more quickly due to water infiltration and wear from repeated vehicles impacts. A continuous, seamless surface will ensure greater durability and longevity.
With the project nearing completion, the Utilities and Public Works Departments have collaborated to identify the additional paving work needed to complete full-width paving of the street from Partrick Road to Redwood Road. Under the proposed plan, Utilities funding would continue to cover the contract work required to restore the roadway surface per City standards. The existing Capital Improvement Program (CIP) project designated for Street Preventive Maintenance (33ST25PW01), funded by Measure T, would supplement the funding to complete full street width paving from Partrick Road to Redwood Road.
The approach to include additional work to complete the paving of the full street width as part of the water line project will reduce costs for the City. Completing the paving as one project will eliminate costs associated with the remobilization that would be required if the additional paving was attempted as part of a separate contract. Also, it is not practical to complete the supplemental paving as a separate construction operation and have the work product result in a durable street section. A continuous paving operation to complete the full width paving is far superior for street durability and overall service life, creating a significant benefit to the City.
A portion of the water main project overlaps with another current paving project from Freeway Drive to McCormick. The Public Works and Utilities Departments have coordinated that work as well to complete paving for the full width of the street.
FINANCIAL IMPACTS:
Funding for the Browns Valley Road Water Main Installation Project is provided by existing appropriations in the Water Fund Capital Improvement Program 63WD22UT08 for up to $3,550,000.
Upon approval of this resolution, the maximum change order amount would increase by $600,000. Funding of up to $650,000 from the Street Preventive Maintenance 33ST25PW01 will be used to complete additional street paving work to expand the pavement restoration to complete full width paving from Partrick to Redwood Road. There are sufficient funds within 33ST25PW01 for the proposed work.
CEQA:
City staff recommends that the City Council determine that the potential environmental effects of the Recommended Action described in this Agenda Report are exempt from CEQA, pursuant to CEQA Guidelines Section 15302(c) which exempts the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
