Adopt a resolution: (1) approving and authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, American Asphalt Repair & Resurfacing Company, Inc. for Street Preventive Maintenance and Preparation of Public Art - Second Street project in the bid amount of $220,547.50; (2) authorizing the Public Works Director to approve change orders up to $22,054.00 for a total contract amount not to exceed $242,601.50; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The Public Works Department has developed a Street Preventive Maintenance Slurry Seal Project on Second Street from California to Main Street. This street surfacing work is part of the City’s program to maintain streets throughout the City.
This project will improve and maintain paved surfaces by crack sealing, slurry sealing, and thermoplastic striping. The selection of this slurry seal treatment is based on the street’s moderate condition with narrow cracks that can be repaired with sealing instead of the more expensive process of grinding out the existing pavement and applying an asphalt overlay.
Surface treatments are a cost-effective type of pavement maintenance that involves applying a thin layer of material over the surface to protect it from additional wear and damage. Surface treatments extend the life of the pavement and reduce the need for more expensive repairs or rehabilitation in the future.
This project will also prepare Second Street for the public art project that will design and apply pavement art at the Second Street and Main Street intersection and add pavement designs at Second Street intersection corners in the downtown area. This type of public art application has been found to act as a traffic calming measure.
The engineer’s estimate of probable construction cost for the Project is $395,000.
Staff publicly bid the Project from the end of February through mid-March. On April 1st, 2025, five (5) formal bids for construction were received. The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

FINANCIAL IMPACTS:
There are no financial impacts. Sufficient funding for the recommended action is available in the Street Preventive Maintenance Project’s (33ST24PW05) budget.
CEQA:
The Public Works Director has determined that the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guideline 15301 (existing facilities) as the project involves the repair and minor alteration of an existing public street with negligible or no expansion of use.
