Adopt a resolution authorizing the Public Works Director to negotiate and execute on behalf of the City a contract with Fehr & Peers, Inc. for professional transportation planning services for the development of the Jefferson Street Corridor Complete Streets Improvement Plan in an amount not to exceed $350,000 and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The City of Napa was awarded a $400,000 Safe Streets and Roads for All (SS4A) grant from the U.S. Department of Transportation Federal Highway Administration (FHWA) to develop a Complete Streets Improvement Plan for the Jefferson Street Corridor. Jefferson Street was identified as a High Injury Corridor in the City of Napa Local Roadway Safety Plan and has been recommended as a study corridor/focus area in the City of Napa Bicycle Plan, the City of Napa Pedestrian Plan, and the City of Napa 2040 General Plan. The development of the Jefferson Street Corridor Complete Streets Improvement Plan will provide a framework for multimodal improvements that aim to increase the safety and connectivity for all roadway users along Jefferson Street.
On December 12, 2024, the City issued a Request for Proposals (RFP) for professional services for the development of a plan to improve safety, connectivity, and mobility for all users of the Jefferson Street Corridor in the City of Napa. The scope of services identified in the RFP included project management and coordination, community and stakeholder engagement, development of plan components (existing conditions assessment, visioning, corridor improvement concepts, implementation and funding plan), and draft and final plan preparation and hearings.
Five proposals were received by the proposal deadline of January 21, 2025, at 5:00pm. The selection committee evaluated the qualifications of the proposals based on the following evaluation criteria listed in the RFP: General Qualifications; Relevant Experience; Proposed Staffing; Proposed Approach; and Familiarity with Federal Procedures. Based on the qualification evaluation scores, the top three firms were invited to interview with the selection committee. Fehr & Peers, Inc. was determined by the selection committee to be the most qualified for the project based on their submitted proposal and interview. Fehr & Peers, Inc. has a proven record in delivering similar relevant projects and demonstrated the level of experience in community engagement and technical abilities appropriate for the scope identified for the Jefferson Street Corridor Complete Streets Improvement Plan.
FINANCIAL IMPACTS:
There are no financial impacts. Sufficient funding for the Project is comprised of existing appropriations budgeted in the Jefferson Street Corridor Plan Project (33MS24PW02).
CEQA:
The Public Works Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c). In the alternative, if the Recommended Action is subject to CEQA, it is exempt pursuant to CEQA Guideline 15306 (information collection) as the approval of the Recommended Action will lead to information gathering, data collection, and research to formulate a study or plan for future improvements that the City has not yet approved, adopted, or funded.
