Approve and authorize the City Manager to execute a Services Agreement with Live Nation Worldwide, Inc., DBA Latitude 38 Entertainment to provide City of Napa personnel to perform general law enforcement, security, and emergency medical services at the Napa Expo during the 2026 BottleRock Music Festival on May 22nd -24th, 2026 and for the City to receive $500,000 in compensation.

DISCUSSION:

BottleRock Music Festival 2026 is a three-day food, arts, and music festival featuring numerous musical performers and multiple food, wine, and beer vendors held by Live Nation Worldwide, Inc., DBA Latitude 38 Entertainment at the Napa Expo located at 575 3rd St. from May 22-24, 2026. The anticipated daily attendance, including concert staff and volunteers, is approximately 45,000. Latitude 38 Entertainment has entered into a rental agreement with the 25th District Agricultural Association, a state institution of the State of California (the “Association”), to use and occupy the Napa Expo for the BottleRock Music Festival. The Napa Expo, located within the city limits of the City of Napa, is owned by the State of California and operated under the management of the Association.

 

Latitude 38 Entertainment has requested that the city provide City of Napa personnel to perform general security and law enforcement services, first responder, emergency medical response, and incident/unified command services on the Napa Expo property during the festival. The City also provides traffic and street closure services, as well as parking enforcement services, in connection with the special event permit for the festival. Fees for these services are paid for by Latitude 38 Entertainment as part of the special event permit.

 

FINANCIAL IMPACTS:

There is no impact on the General Fund.

 

CEQA:

The Chief of Police recommends that the City Council determine that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15323, which exempts the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for the same or similar kind of purpose.
