Adopt a resolution approving the updated five-year list of projects under the Measure T Program, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
At the General Election held on November 6, 2012, the voters of Napa County approved a 1/2-cent sales tax increase known as Measure T, the Napa Countywide Road Maintenance Act of 2012. The Measure T County-wide sales tax began July 1, 2018 implemented by the Napa Valley Transportation Authority - Taxing Authority ("NVTA-TA"), with the tax proceeds to be allocated among all local agencies within the County.
Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to: sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, local roadway drainage, and intelligent transportation systems.
On January 18, 2018, Council approved the initial Measure T 5-year work plan. The 5-year work plan focuses the Measure T effort on the City's arterial and collector streets and their appurtenant transportation infrastructure. The City's Measure T 5-Year Work Plan is required to be adopted and updated every two years to ensure proper application of the Measure T funds. The City revisited its previously adopted 5-year work plan prior to the mandated two-year update cycle to better reflect projects that address current needs. The updated Measure T 5-year work plan was approved by Council on June 4, 2019, as a Consent Calendar item.
